ABOUT WFP

ORGANIZATIONAL CONTEXT

The Pacific is one of the world’s most disaster-prone regions, with Pacific Island Countries ranked among the most vulnerable in the world to natural disasters due to rising sea levels and increasing severe weather patterns caused by the effects of climate change. Of the 20 states with the highest average disaster losses scaled by GDP, eight are Pacific Island countries.

In line with WFP’s interim multi-country strategic plan (iMCSP) in the Pacific, and with new demands bought by COVID-19, WFP is seeking a Programme Coordinator to strengthen WFP’s support to Pacific Island Countries and Territories (PICT) preparedness for and response to emergencies, in relation to food security. Specifically, the Programme Coordinator will be focused on setting strategy and managing the implementation of WFP’s food security and nutrition support to PICTs in: i) technical and capacity strengthening of coordination structures; ii) food security data gathering and analysis and iii) data and cash preparedness, including through national social protection mechanisms (where they exist).

The position will be based on Fiji and will service WFP’s work in 22 PICTs. WFP is seeking an international consultant with a background in programme management and coordination, with experience in development and humanitarian settings. The incumbent should have experience working in the Pacific region, and understand WFP’s role in supporting capacity building and providing technical assistance for improved food security. The expected deliverables and responsibilities, knowledge and skills are outlined herein.

KEY ACCOUNTABILITIES (not all-inclusive)

Reporting directly to WFP Pacific Country Director, the consultant will be expected to perform the below actions:

  • Coordinate ongoing programme workstreams, guiding and supporting the CO to deliver a complex portfolio of programme activities, including:
    • Food Security coordination: in collaboration with FAO and national Ministries of Agriculture and Disaster Management Offices, reinforce regional and national-level food security clusters’ coordination mechanisms and disaster preparedness through the provision of technical support and related capacity strengthening activities, including during disaster;
    • Vulnerability Assessment and Mapping (VAM): supervise the VAM team and implementation of mobile Vulnerability Analysis Mapping (mVAM), drawing on remote monitoring expertise, in coordination with national and regional food security clusters. mVAM is part of a phased initiative focused on the development of a food security monitoring system for wider monitoring of the impact of natural hazards and shocks;
    • Data preparedness: continue building expertise of PICT counterparts in WFP’s “72-hour assessment approach” tool to assess the early impact of disasters, through remote and in-country technical support;
    • Social Protection and Cash-Based Transfers (CBT): maintain WFP’s leadership role in the region serving as a Co-lead of the Pacific CBT Working Group, in close collaboration with Oxfam and as Secretariat of the Fiji CWG. Ensure linkages to WFP’s work with national Food Security clusters, for which Cash based transfers may be a response modality, and with consideration for supporting national shock-responsive social protection where possible.
  • Manage the monitoring and reporting on WFP’s food-security related activities.
  • Support protection, gender and disability inclusion with technical support from RBB and act as PSEA focal point.
  • Support the Country Director on strategic engagement with partners in the region, including PICT governments, donors, regional actors and civil society.

QUALIFICATIONS & EXPERIENCE REQUIRED

Education

  • Advanced University degree in Social Science field (International Development, Economics, Business Administration, Development Studies, Statistics, or other fields relevant to international development assistance);

Experience

  • At least eight (8) years of experience and progressive responsibility in working in technical assistance, policy analysis and guidance, and/or operational guidance in emergency/post-emergency contexts;
  • Experience working directly with Government counterparts to provide technical support and implement activities, particularly in the Pacific region;
  • Direct experience in implementing WFP activities, project management, as well as monitoring and evaluation desirable;

Knowledge and Skills:

  • Technical Skills and experience in managing, designing and implementing humanitarian and recovery programmes;
  • Excellent written and oral communications and presentation/facilitation skills;
  • Excellent understanding of national and UN institutional frameworks, including financial management frameworks;
  • Strong analytical and negotiation skills;
  • Demonstrated ability to develop and maintain effective work relationships with counterparts and staff in the office, host population, the Government of Fiji, donors, other CBT actors, UN agencies and others;
  • Ability to work in a multi-cultural team, and establish effective working relationship with persons of different national and cultural backgrounds;

Desirable Experience and Knowledge: 

  • Direct experience in implementing WFP activities, project management, as well as monitoring and evaluation;
  • Knowledge of UN operational programmes, while WFP programmatic and partnership experience is preferred;
  • Knowledge of the range of WFP food security, analysis and preparedness measures to offer is an added advantage.
