MDF is funded by the Australian Department of Foreign Affairs (DFAT). It is implemented by Palladium in partnership with Swisscontact.
In Fiji, MDF focuses on developing a growing, diversified and inclusive tourism industry, while also improving the competitiveness of Fiji’s high value agriculture and urban industries.
Role
The purpose of the Quality and Inclusion Specialist is to support implementation of the MDF RM system and WEE/inclusion framework in the country of assignment and the research calendar that is associated with both.
Responsibilities
- Maintain, in collaboration with the Quality and Inclusion Director(s)/Specialists, a results measurement system in line with Donor Committee for Enterprise Development (DCED) Standards for Results Measurement, and the requirements of the Department of Foreign Affairs and Trade of Australia (DFAT).
- Ensure that Women’s Economic Empowerment (WEE) strategies are in place and implemented, and that intervention guides, research calendars and budgets are in place and monitored.
- Participate in and prepare for strategy meetings, including but not limited to, the six-monthly portfolio reviews, and day-to-day discussions on progress and planning.
- Analyse sectors of the economy in a quantitative and qualitative manner to identify their potential for pro-poor growth, constraints to growth and innovative solutions and opportunities to unlock this growth potential.
- Support Country Teams to ensure WEE and inclusion strategies are integrated and clearly articulated in all relevant MDF documentation, including intervention guides, monitoring and assessments, strategy documents and results chains; and that all technical staff understand inclusion strategies and actively apply them to the design, management and monitoring of partnerships and interventions.
- Ensure MDF’s Environmental Guidelines and Checklists and overall environmental management are compliant with relevant Australian guidelines and national legislation.
- Perform other duties as required, which are deemed necessary as directed by the Country Director, QI Director or Palladium representative.
Requirements
- At least a bachelor’s degree in economics, anthropology/sociology, agricultural sciences, international development, research or related field.
- Proven qualitative and quantitative research skills, in areas such as productivity, poverty and social norms, sustainability and resilience; and (preferably) applying the DCED Standard for Results Measurement.
- Excellent critical analysis, synthesis and English language skills (written and spoken), combined with the ability to translate complex findings and ideas into simple, clear and actionable content.
- Willingness to work in a challenging environment and travel extensively within country.
