Position Purpose:
The Humanitarian Affairs Officer (NOC) reports to the Deputy Head of Office and works in close conjunction and liaison with all units within OCHA OoP, including when providing surge and support to countries across the region. The HAO is expected to be a senior and highly experienced member of the OoP team, and to regularly deploy to support humanitarian preparedness and response across the region.
Key Duties and Accountabilities:
Under the supervision of the Deputy Head of Office, the National Humanitarian Affairs Officer will be responsible for the following duties:
- Supervise one NOB and one NOA staff in the Coordination Section;
- Provide frontline surge in response to new emergencies, the escalation of existing emergencies and/or to fill critical gaps;
- Lead coordinated humanitarian operational preparedness for, and response to, emergencies in the countries covered by OoP, including through frontline surge, and support (remote and in-person) for relevant processes and products such as contingency plans, flash updates, situation reports, humanitarian financing (e.g. CERF) etc.
- Monitor, analyze and report on humanitarian developments in assigned areas;
- Follow developments in countries assigned by the supervisor, keep relevant country profiles up-to-date, lead interactions with the Resident Coordinator’s Office coordination specialists for assigned countries, and highlight any issues of concern to OCHA’s senior leadership;
- Partner with other humanitarian agencies to plan and evaluate humanitarian and emergency assistance programmes and help ensure that latest findings, lessons learned and policy guidelines are incorporated in these activities; including gender-related considerations;
- Lead engagement with relevant authorities and humanitarian partners to triangulate humanitarian information and effectively identify and map humanitarian needs and response activities in assigned areas;
- Prepare or contribute to the preparation of various written reports, response monitoring and gap analysis;
- Prepare or contribute to the production of appeals for international assistance, such as Humanitarian Response Plans and Flash Appeals;
- Supervise the preparation of relevant Central Emergency Response Fund (CERF) applications and reports;
- Review and provide advice on policy issues related to safeguarding humanitarian principles and ensuring effective delivery of humanitarian assistance;
- Organize and participate in working groups, meetings, conferences, trainings, consultations with other agencies and partners with the aim or improving humanitarian and emergency relief-related matters in the region;
- Track information required for Early Warning of potential humanitarian emergencies in assigned areas and as appropriate promote preparedness measures, including inter-agency contingency planning;
- Prepare briefing materials and presentations providing up-to-date analysis on trends and developments on the humanitarian situation in assigned areas;
- As appropriate, help lead, organize and/or participate in coordinated assessment missions to build consensus on humanitarian needs and priorities in assigned areas:
- Maintain a network of contact among key stakeholders, including national and international NGOs, national and regional authorities and the humanitarian community.
Qualifications
Requirements:
- Ability to work independently with minimum supervision;
- Ability to apply critical, constructive and analytical thinking;
- Ability to prioritize tasks often in fast-changing environments and situations;
- Solid understanding of humanitarian issues and experience in working with various types of humanitarian partners (UN agencies, NGOs, Red Cross Movement, donors);
- Willingness to work long hours in often stressful situations;
- Capacity to work results-oriented; and
- Ability to communicate in written and oral form complex topics to a variety of audiences.
Education :
- Advanced university degree (Master’s Degree or equivalent) in political science, sociology, law, international relations, or related field.
- A combination of relevant academic background (at least a first level university degree at least a bachelor’s degree or equivalent) and/or extensive relevant professional experience in a related area may be accepted in lieu of the advanced university degree.
Experience, Knowledge, and Skills :
- Masters with minimum of five (5) years of progressively responsible relevant professional experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation and development, or other related area. OR
- Bachelors with minimum seven (7) years of progressively responsible relevant professional experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation and development, or other related area
- A thorough understanding of the humanitarian situation in the Pacific region, excellent communication, report writing, and analytical skills are necessary.
- Personal qualities should include diplomacy, tact, integrity and the ability to work effectively in a multi-cultural environment;
- Availability and fitness for travel within the region.
Language requirements :
- Fluency in written and spoken English is required. Knowledge of languages spoken in the Pacific is an advantage.
