In order to ensure a relevant, timely and efficient response to acute crisis, the Emergency division of HI has the role to ensure the monitoring, preparedness and response to man-made and natural disaster. The emergency division may lead some emergency response or support the geographic division to respond to new disaster depending on the intensity of the crisis and the capacity of the program in place.The emergency pool is composed of a team of emergency experts, ready to deploy within 72 hours. Their role is 1) To conduct diagnosis and launch new emergency operations in the field 2) To support pre-established programs and teams to respond to new disaster in the field 3) To contribute to lessons learned exercises, technical methodology and guidance, tool kits in coordination of the Emergency Division team members, Shared services divisions and technical divisions at HQ level.Under the responsibility of the area manager/emergency pool manager and in close coordination with the HQ Financial Controller and HR referent, the Emergency Finance and HR manager will be in charge of :
1) Participate to initial diagnosis of the emergency response operations following a humanitarian crisis;
2) Under the supervision of the emergency area manager or program director/country manager, lead and coordinate administrative, financial and human resources support in the framework of new program or area/project opening following a disaster, in accordance with Humanity & Inclusion´s rules and standards and those of its donors;
3) Represent and promote Humanity & Inclusion´s mandate in the framework of the emergency responses in your field of expertise;
4) Contribute to the institutional capitalization and participate in the development and update of Humanity & Inclusion´s emergency methodologies, procedures, tools and trainings;
5) Participate to the financial management of the emergency team budget
Task 1: Participate to initial diagnosis of the emergency response operations following a humanitarian crisis;
• Contribution to the definition of the strategy, methodology and dimensioning of the initial diagnosis, including the creation and/or adaptation of the needs assessment tools;
• Participation in needs assessments;
• Contribution to results analysis and the definition of the immediate response strategy while anticipating the nexus emergency-rehabilitation-development;
• Contribution to project development and proposal writing;
Task 2: Under the supervision of the program director/country manager or emergency pool manager, lead and coordinate administrative, financial and human resources support in the framework of new program or area/project opening following a disaster, in accordance with Humanity & Inclusion´s rules and standards and those of its donors
• Participation in the development and launching of the program and the implementation of the emergency response strategy.
• Guarantee of the financial visibility of the mission by :
– Participating in the mission’s budget preparation;
– Implementation of financial monitoring tools.
– Management of donors funds;
– Implementation of the Navision accounting system and associated procedures;
– Definition, management and securing of cash flows;
• Guarantee of the compliance with the donors’ framework within the framework of the budget (at the time of proposals) and financial reporting.
• Organization of the mission at the administrative and HR level according to the needs of the projects and the mission:
– Identification of the Organization’s working conditions in the country (registration, labor law, etc.) and launch of the procedures in close collaboration with the emergency area manager or program director/country manager;
– Implementation of the national HR policy (recruitment, salary scale, medical insurance, conditions of engagement, etc.) and international (specific conditions of engagement, participation in the implementation of medical evacuation procedures, etc.);
– Direct management, at least initially, of administrative tasks related to the management of national staff (drafting of contracts, editing of salary slips, database maintenance, etc.) and international staff (management of visas and residence permits, management of arrivals and departures, etc.);
– Support to the team with regard to recruitment of national staff
• Identification of the administrative, HR and financial risks inherent to the mission; Management of the HR and Finance team: definition of the organizational chart of the department and job descriptions, recruitment, participation in the integration of newcomers, monitoring the team collectively (meeting, information) and individually (action plan, performance evaluation, internal mobility, and compliance with HI internal regulations …);
• Identify partners’ capacities, provide partners capacity building in coordination with the project teams and support the project team for the contractualization process.
• Participation in the development of internal and external reporting
• Writing of end of mission and lessons learned reports
Task 3: Contribute to the reinforcement of the emergency response capacities Humanity & Inclusion´s staff, to the institutional capitalization and participate in the development and update of Humanity & Inclusion´s emergency methodologies, procedures, tools and trainings.
• Contribution to the reinforcement of the emergency response capacities Humanity & Inclusion´s staff and / or partners according to identified needs: support, emergency tools implementation, training, emergency action plan development, in parallel of daily program implementation;
• Participation in the formalization and capitalization work in its field of expertise in close collaboration with the area manager and the HQ referent;
• Participation in the processes of the Emergency division strategy definition, adaptation and implementation
• Proactive and constructive contribution to the conception of emergency response processes and methodologies;
• Contribution to the development and / or optimization of the tools, procedures, resources and training modules used by Humanity & Inclusion for emergency response in close collaboration with the HQ referent.
• Active participation in workshops organized within the Emergency Response Team or by other departments within Humanity & Inclusion, in relation to emergency responses;
• Support to the referents in headquarters on specific and transversal subjects.
Task 4: Represent and promote Humanity & Inclusion´s mandate in the framework of the emergency responses in your field of expertise;
• Promotion of the mandate and its positioning in coordination with the implementing partners;
• Representation and participation in response coordination mechanisms related to Finance, HR and Administration (HR working group, etc.);
• Participation upon request of the hierarchy, in actions related to advocacy and institutional campaigns implemented by Humanity & Inclusion at headquarters and / or in the field;
• Being Humanity & Inclusion´s main contact with banks and lawyers, for all questions relating to the administration of the mission.
Task 5: Participate to the financial management of the emergency team budget
• Participation in the financial follow up and analysis of the emergency team budget
• Contribution to the adaptation of the management tools Back up the emergency pool manager on the administrative and HR follow up of the pool in collaboration with the emergency financial controller
