Overview of the functions of the post

Background

The Global Education Monitoring Report (GEM Report) is an editorially independent, authoritative, and evidence-based annual report that monitors progress towards the global education goal and targets adopted by the UN in September 2015. The Report is developed by an independent team and published annually by UNESCO; it is widely recognized as an indispensable reference tool for global education policy leaders.

As part of its current 2019-2024 Strategy and building on its status and reputation, the GEM Report is adjusting its existing, and introducing new, outputs to improve the monitoring of education commitments and support policy development at regional and national level, particularly in countries at risk of not achieving SDG 4.

In this context, in collaboration with the Association for the Development of Education in Africa (ADEA), a Spotlight Report series on universal basic education completion and foundation learning in Africa is envisaged.  Building upon existing national education sector monitoring processes, the series aims to place easily understood, evidence-based and compelling diagnostics in the hands of education leaders and advocates. These diagnostics are expected to contribute to a shared understanding of the main challenges in countries’ education systems; bolster coherence of national education and related social policies to improve access, equity, quality and learning in basic education; and facilitate country-, regional- and continental-level dialogue. Engagement with country leaders, civil society and non-government organizations, parliamentarians, teacher unions, and the media is expected to be critical for the effectiveness of the Spotlight report. Unlike other GEM Report products, the Spotlight Report series will be produced annually, focusing on a dozen countries per year, of which four each year would be analyzed in greater depth.

In addition, the GEM Report is in the process of establishing partnerships to fulfil new education monitoring responsibilities, for instance to support the preparation of the Results Report of the Global Partnership for Education, help monitor international commitments on girls’ education and monitor global education financing trends in collaboration with the World Bank through the Education Financing Watch series. Moreover, challenges, such as COVID-19, and new initiatives, such as introduction of SDG 4 indicator benchmarks, call for innovative ways to report progress that require new expertise to complement and expand the skill set of the team.

 

Long Description

Under the overall authority of the Assistant Director-General for Education (ADG/ED), overall guidance of the Director of Global Education Monitoring Report (GEM), and in close coordination with Senior Project Officer (Policy Analyst) and the Senior Project Lead (Spotlight Report), the incumbent will lead data and analytic work related to the GEM Report Spotlight Series and other GEM Report products. In particular, the incumbent’s main activities will include the following:

 

  1. Directly responsible for the technical content of the annual Spotlight Report series on universal basic education completion and foundational learning in Africa 
  • Contribute to the development of the report, including its analytical framework ;
  • Develop the outline and propose focus areas of the report ;
  • Identify research gaps, lead the commissioning of background papers and supervise consultants ;
  • Select the most appropriate data sources and carry out relevant data analysis ;
  • Build and maintain partnerships with multilateral partners (notably UIS, UNICEF and the World Bank), bilateral donors (and their programmes), and academic institutions, notably in Africa to ensure alignment with major initiatives ;
  • Support the identification of the technical review team and lead technical presentations to the group as well as revisions based on its feedback ;
  • Liaise and support research teams in focus countries on technical issues and recommend relevant case studies in additional countries ;
  • Draft chapters of the report and support its editing process, ensuring its quality ;
  • Support events, outreach, stakeholder engagement and peer learning mechanisms, with a focus on the use of its data and evidence to support policy and institutional reforms.

 

  1. Be responsible for new, and support existing, GEM Report initiatives to monitor education progress

  • Lead the development of approaches to assess progress for selected education targets and indicators (on access, equity, quality, learning and financing) in collaboration with development partners, such as the Global Partnership for Education, the World Bank and the Foreign, Commonwealth and Development Office ;
  • Select and document the data, visualize levels and trends, and organize their presentation in innovative and thought-provoking ways ;
  • Lead the interpretation and analysis of observed levels and trends in selected individual countries and groups of countries – and draft relevant text ;
  • Support the extension of existing analyses of education data to additional indicators, dimensions, and country groups for the World Inequality Database on Education (WIDE) and Scoping Progress in Education (SCOPE) websites.

 

  1. Support ongoing core GEM Report output processes, including:  

  • Contribute relevant quantitative and analytic work in support of the preparation of the GEM Report and its outputs (e.g. gender report, regional report, policy papers etc.)  ;
  • Develop innovative ideas for data analysis for education monitoring and policy analysis ;
  • Contribute inputs to the Technical Cooperation Group on SDG 4 indicators meetings ;
  • Guide GEM Report analysis of education financing and education economics related analyses ;
  • Present GEM Report outputs and represent the team in public events.

Required qualifications

Education

  • Advanced university degree (Master’s degree or equivalent) in education, development studies, economics, sociology, social policy, or other related social science discipline; or applied statistics/data science.

 

Work Experience

  • Minimum 10 years of relevant professional experience with progressive responsibility as a researcher and/or analyst working with administrative, finance, survey, and/or assessment data relating to education, especially in developing countries.

 

Skills and competencies

  • Excellent data analysis skills ;
  • Strong analytical and drafting skills in English for a variety of audiences ;
  • Ability to present complex relationships clearly in graphs and figures ;
  • Experience working with and reconciling data from multiple sources ;
  • Familiarity with SDG 4/global, regional and national education monitoring frameworks ;

Desirable qualifications

Education

  • PhD desirable in education; development studies; economics, sociology, social policy, or other related social science discipline; or applied statistics/data science.

Work Experience

  • Experience working on/in countries in Africa.
  • Record of publications based on quantitative education data analysis.

 

Languages

  • Working knowledge of French.
