Responsibilities: 

As a (Senior) Policy & Research Manager, you will work with a growing team to: 

  • Forge new connections and maintain strong relationships with key partners in government agencies, non-profits, foundations, and the private sector across Europe;
  • Initiate and build partnerships with groups across the region to identify new opportunities for rigorous evaluation of social policies;
  • Provide technical and project management support to J-PAL affiliates, policymakers and practitioners as they develop evaluations;
  • Identify windows for drawing on existing evidence to contribute to decisions by policy-makers across Europe;
  • Raise the profile of J-PAL’s work in the region by presenting J-PAL’s work and research at conferences and seminars;
  • Create materials for policy outreach, including tailored evidence note presentations, policy briefs, and other high-level deliverables designed to translate research findings into actionable recommendations;
  • Organise convenings designed to spur new research collaborations and share policy lessons from completed research and represent J-PAL at external events and in meetings with senior decision-makers.
  • Raise funds for new government partnerships and research and scale-up activities;
  • Draft blogs, op-eds, and other written materials to profile the research in our network and its policy impact; and
  • Partner with implementing organisations and J-PAL affiliated researchers to plan for the scale-up of evidence-backed interventions (including planning for adaptation and further evaluation as needed).

Qualifications :

Your technical expertise, strong communication and organisational skills, passion for translating research into action, and interest in poverty reduction and development make you an ideal candidate for this role.  

  • A Master’s Degree (required) or PhD (preferred) in Public Policy or Economics or another similar social science including graduate-level courses in econometrics/statistics, microeconomics and development economics required
  • A minimum of four years of relevant work experience (more for a Senior Manager), demonstrated expertise analysing and communicating research findings, as well as coordinating between different stakeholders and an understanding of common quantitative and analytical challenges.
  • Excellent written and oral communication skills in both English and French, including ability to produce policy memos, research notes, slide decks, and deliver presentations and training material. Knowledge of another European language would be a distinct asset.
  • Flexibility to successfully adapt and respond to changing circumstances, demands and expectations from stakeholders.
  • Data analysis skills would be considered an asset, including proficiency with STATA or R
  • Demonstrated interest in working with policy-makers and practitioners to improve education
  • Exceptional project management capabilities and creativity in problem solving
  • Direct experience of working with European governments or education practitioners to design interventions or policy would be another distinct asset for this position.
