CONSULTANCY SERVICES FOR BANKABLE FEASIBILITY ASSESSMENT AND INVESTMENT PREPARATION STUDIES FOR THE BANJUL PORT 4th EXPANSION PROJECT
The Government of The Republic of Gambia (GoTG) has applied for a reimbursable grant financing from the African Development Fund (ADF) Project Preparation Facility (PPF) and intends to apply part of the agreed amount for this grant to payments under the contract for Consultancy Services for Bankable Feasibility Assessment and Investment Preparation Studies for the Banjul Port 4th Expansion Project.
The GPA as part of its Master Plan intends to construct a new jetty to increase ship accommodation; complete and widen Bund road access leading to the Port; relocate its current Head Office Complex away from the main operational zone; construct a new Container Terminal to increase container storage capacity; implement port digitization; relocate the Banjul Ferry Terminal and acquisition of 2 New Ferries for Banjul/Barra Crossing Points. The services being sought is therefore to undertake a bankable feasibility assessment including due diligence and provide last mile documentation and assistance to bring the Project to financial close. The assignment will assess the technical, financial, commercial, market, economic, risk, institutional and legal assessment of the proposed developments based primarily on the Gambian market requirements but also taking account of potential regional market requirements. The assignment to be conducted by the selected consultant shall be at a standard and quality that provides clear recommendations that meet the requirements for bankable feasibility assessment and investment documentation for obtaining financing from international commercial lending institutions, investors, and development financing institutions. In addition, the assignment should be capable of supporting lenders due diligence on the technical, financial, commercial, market, economic, risk, institutional and legal assessment of the proposed developments.
The Gambia Ports Authority (GPA) now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy and Methodology for Bank Funded Operations, October 2015”, which is available on the Bank’s website at http://www.afdb.org.
Interested consultants may obtain further information at the address below during office hours (weekdays between 08:00 and 16:00 hours excluding public holidays). The GPA will only provide written response to requests for clarification/further information.
Expressions of interest must be clearly marked with the following statement “EXPRESSION OF INTEREST FOR CONSULTANCY SERVICES FOR BANKABLE FEASIBILITY ASSESSMENT AND INVESTMENT PREPARATION STUDIES FOR THE BANJUL PORT 4th EXPANSION PROJECT’’ and must be delivered to the address below on or before Wednesday 23rd June 2021 at 16:00 hours.
