Job Description

DevWorks International (DevWorks) is recruiting a consultant to facilitate the development of a national fish processing standard for Ghana. Under the United States Agency for International Development (USAID) Feed the Future Ghana Fisheries Recovery Activity (GFRA), DevWorks is working with the Ghana Standards Authority (GSA) to develop a domestic fish processing standard for Ghana. The purpose of GFRA is to prevent the collapse of the small pelagic fishery sector and establish a durable basis for its ecological recovery while enhancing the socio-economic well-being and local resilience of artisanal fisherfolk and their communities. The activity will seek to improve supplemental livelihoods and resilience measures for fishing communities, particularly for women and youth; facilitate private sector engagement and market linkages in the fisheries sector; strengthen government capacity in policymaking, regulation, and enforcement; strengthen improved science and research, including data for policy and management decisions; and empower key stakeholders to affect change.

DevWorks is focusing on increasing the quality and value of artisanal fish products to maintain household income and enhance the availability of nutritious foods for local and regional markets. Specifically, DevWorks seeks to increase the quality and safety standards of fisheries products, which includes strengthening local understanding of market demands and opportunities, improving market access, and ensuring local capacity to negotiate premium pricing for improved products.

DevWorks therefore seeks the services of a consultant to liaise with the GSA and facilitate the development of a Simplified National Standard for Artisanal Fish Processing in Ghana. Specific responsibilities include:

  • Work with GSA to constitute a standard technical committee for the review and development of the standard.
  • Coordinate with GSA to conduct a series of standard technical committee meetings to draft and review the standard documents.
  • Collaborate with the GSA to develop a Code of Practice for the Ghanaian Artisanal Fish Processing Sector, as part of the standard documents process.
  • Develop, in coordination with GSA, a handbook and a pictorial standard (easy-to-understand) for artisanal fish processors considering the target user groups: people with less or no formal education. For easy comprehension, the handbook should include simple text, images, and infographics.

Qualifications

  • At least 10 years of experience in the fisheries sector or conducting similar activities.
  • Must be familiar with the socioeconomic dynamics in Ghana’s fisheries sector.
  • Must have proven experience in participation in a standard technical committee or facilitated the development of a national standard.
  • Experience working on USAID-funded projects or other donor-funded international development projects of similar scope, complexity, and size is desirable.
  • Must have the capacity and be willing to work with the GSA through the standard development process.
  • Excellent fluency in English (written and spoken).
