GENERAL PROCUREMENT NOTICES (GPN)

  1. The overall goal of the Project is to support the strengthening of the financing pillars of the Entrepreneurship Ecosystem in Ghana in order to create an enabling environment that facilitates access to finance and business operating procedures for women and youth start-ups and Micro, Small and Medium Enterprises (MSMEs).
  2. The project has three following components:
  • Component 1: Improving access to finance and markets for women, Youth Star-Ups / MSMEs. This component will focus on interventions to assist the target groups to access finance through the following: (i) preparation of an implementation plan for the MSME financing thematic area of the MSME Policy to support women, youth-led Start-Ups / MSMEs access to finance; (ii) developing a multi stakeholder’s platform / hub that promotes access to finance dialogue between MSME, financial institutions, trade regulators and policy makers; (iii) providing seed capital funding for the target group; and (iv) creating a MIS database on credit and business credentials for women, youth-led Star-Ups / MSMEs.
  • Component 2: Improving business operating procedures: This component will focus on interventions to improve business operating procedures through: (i) preparation, sensitization and dissemination of Government guidelines and other information concerning tax reliefs, incentives offered to women and youth Star-Ups and MSMEs, as well as Government procurement procedures supporting the target group; and (ii) developing systems supporting reforms that reduce the target group’s regulatory burden.
  • Component 3: Project coordination and management. This component will involve the day-to-day provision of institutional or management support for project implementation and supervision of Project activities and outcomes by the Project Coordination Unit (PCU)
