POSITION SUMMARY:

The Water Security Improvement (WSI) Senior Officer will design and lead the WSI process with regional, national, municipal and local stakeholders for a 5-year project to improve water security in the Upper Lempa River Basin Region of El Salvador, Guatemala and Honduras. The position will report to the Chief Technical Advisor, and be based in San Salvador with frequent and extensive travels to the Upper Lempa area in all three countries of intervention.

The project seeks to support municipal, national and transboundary institutions to effectively manage their water resources and address water security risks while conserving the environment to enable the Northern Central American Region to prosper in the face of increasing climate variability and change.

The project will address the following three strategic objectives to accomplish its goal and meet its target:

  • Improved collaboration and capacity of transboundary, cross-sectoral, and national institutions for evidence-based, climate-smart water resources management
  • Improved management of water security risks and violence prevention by users in El Salvador, Guatemala, and Honduras
  • Mechanisms for financing resilient water resources management assessed and utilized

ESSENTIAL RESPONSIBILITIES:

  • Design and lead the WSI process with regional, national, municipal and local stakeholders
  • Support the coordination and implementation of technical activities to improve water resources management, implementation of on-the-ground water security interventions, capacity building and institutional strengthening
  • Understand and describe the overall context of access to water for domestic and productive uses, in terms of infrastructure, physical status of both ground and surface waters, social and institutional setting, water use practices and behaviors, and key water risks
  • Link data and policies identified from WSI assessments into capacity building and decision-making processes for national institutions involved in WRM, municipal teams and communities
  • Supervise officers and local grantees implementing municipal and community level WSI actions
  • Support MEL in defining and measuring methods for indicator data collection and analyses
  • GESI/GBV advocate at all levels of WSI
  • Support coordination and engagement with stakeholders and institutions, including but not limited to government institutions, private sector, local and international civil society organizations and research institutions of El Salvador, Honduras and Guatemala
  • Provide technical direction and oversight to local organization(s) supporting implementation of on-the-ground water security interventions
  • Support and/or conduct capacity building activities with stakeholders and institutions on technical topics, such as water security risk assessment, hydrologic and climate modelling, water security implementation, water governance, among other areas
  • Organize workshops, trainings and seminars as stated in the project workplan
  • Support and monitoring the implementation of agreed-upon water security measures, including green/gray infrastructure, policy and governance, and social and behavioral change.

 

QUALIFICATIONS

Education:          Master’s Degree (minimum BSc) in a water-related field, such as water resources management, engineering, hydrology, natural resources management, physical geography, ecology, environmental science, climate.

Experience:        The ideal candidate will have the following experience:

  • Minimum of 7 years of experience within the water sector, including with water resources assessment, management and governance in [El Salvador, Honduras and/or Guatemala]
  • Strong existing relationships and experience working with water sector institutions and stakeholders in [El Salvador, Honduras and/or Guatemala], transboundary experience preferred
  • Proven communications and capacity building skills with ministry personnel, municipal staffs as well as local communities
  • Experience with fieldwork in rural areas
  • Experience working with USAID and/or other donors preferred
  • Ability to demonstrate the highest level of ethical standards at all times;
  • Working knowledge of basic computer programs, including MS Office Suite;
  • Ability to travel up to 50% to the field as necessary.

 

Other:   High level of English and of Spanish is preferred.
