Avis de recrutement : PAM recrute un Assistant(e) en finance basé à Bissau, Guinée-Bissau.
The incumbent will be working under the overall supervision of the National Administrative Finance Officer and the Direct supervision of the Finance Associate.
KEY RESPONSIBILITIES (not all-inclusive, nor exhaustive
1. Assist in providing procedural and technical support to staff within the areas of finance and budget, to ensure compliance with WFP financial policies, rules, and regulations.
2. Monitor monthly expenditure forecasts and provide expenditure reports to facilitate decision-making.
3. Monitor the sub-imprest bank and petty cash accounts regularly, to ensure that adequate funds are available and appropriately disbursed.
4. Verify vendor claims, advances, and other receivables and observe appropriate procurement procedures, to ensure that suppliers are paid in a timely manner and in conformance with WFP finance rules and regulations.
5. Assist in compiling information from various sources to prepare reports relating to budgets, accounting, finance, and statistics.
6. Retrieve, format, and validate information obtained from various financial information systems and bring any discrepancy or inaccuracy to the attention of the supervisor, and follow up corrective actions.
7. Maintain the web-based register for all invoices and payment transfers and record paperwork, to ensure that all documents are maintained and filed in compliance with WFP standards and guidelines, through the utilization of WFP corporate systems such as the ITS (Invoice tracking System) & WINGS (SAP).
8. Monitor and record all expenses in line with the approved budget to ensure that correct expenditure costs are charged and payments to external suppliers, cash grants, and other supplier invoices are processed in a timely manner.
9. Provide guidance and on-the-job training to other support staff, to ensure services are delivered consistently and to the required standards.
10. Record cash deposited in the bank as well as bank charges.
11. Perform accounting tasks related to staff such as following up on recovery of bills from staff, recording and monitoring Operational cash advances, Initiate JVs for services and following up on recoveries, managing recording of private telephone and other personal bills for staff, and manage open items related to Staff Accounts receivables & accounts payables.
12. Perform any other task related to his field and other administrative areas at the request of his supervisor.

QUALIFICATIONS AND EXPERIENCE
Education:
- Education: Completion of secondary school education. A post-secondary certificate in the related functional area is desirable.
Experience:
Has at least five (5) years of working experience in Finance and accounting: collecting and monitoring financial data on projects and programmes and assessing financial status.
Knowledge & Skills:
1. Knowledge of International Public Accounting Standards (IPSAS).
2. Computer skills (Microsoft Word, PowerPoint).
3. Good interpersonal skills (Communication, listening, emotional intelligence)
4. Knowledge of Accounting software such as SAP is an added advantage.
Language:
- Fluency (level C) in Portuguese
- Intermediate (level B) in both oral and written communication in one of the UN languages (English or French).
