UNDP in Guyana is guided by our Country Programme Document (currently Country Programme 2022-2026), which is in line with the strategic priorities of the Government of Guyana, enshrined in key strategies and plans, including the Low Carbon Development Strategy (LCDS 2030). UNDP will continue to support Guyana in implementing the Sustainable Development Goals and an agenda that focuses on i) building a diversified and resilient productive sector, with emphasis on job creation and support to small-medium businesses; (ii) supporting effective governance, safety, security and the rule of law; (iii) environmental management and resilience; (iv) enhancing and expanding social services, particularly in education and health and including support for the national COVID-19 recovery programmes.
Position Purpose
Under the guidance and direct supervision of the Resident Representative, the Programme Analyst is responsible for management of UNDP programme within the Energy, Environment and Extractive Industries areas. The Programme Analyst analyzes political, social and economic trends and leads formulation, management and evaluation of programme activities programmatic leadership of the environment, energy, extractive industries and disaster risk reduction programmes as well as technical, quality assurance supporting the Resident Representative with business development and resource mobilization efforts.
She/he should have an understanding of policy and implementation in Guyana in natural resources and land management for sustainable development, climate change adaptation and mitigation, energy efficiency and transformation and also the Extractive industries growing demand. In addition, an understanding is required of cross-cutting issues of the SDGs such as gender equality and broader inclusion and equality of minority and disadvantaged population groups, poverty reduction, enhancements of livelihood and capacity building.
The Programme Analyst supervises programme support staff and coordinates activities of project staff in his/her portfolio. The Programme Analyst works in close collaboration with the operations team, programme staff in UNDP and other UN Agencies, UNDP HQ and Regional Hub programme advisory teams as well as external partners that includes Government officials, technical advisors and experts, multi-lateral and bi-lateral donors, civil society and local communities ensuring successful UNDP programme implementation. She/he should be able to build on or establish sound partnerships with government and donor partners to support resource mobilization efforts of the country office (CO); with other UN Agencies to develop Joint Programmes and to support the UN mandate for Delivering as One in-country and at Caribbean regional level through the UN MSCDF platform; and with other developing countries and development partners to support the UNDP South-South Cooperation agenda.
Duties and Responsibilities
- Implementation of programme strategies
- Management of the CO programme
- Creation of strategic partnerships and implementation of the resource mobilization strategy
- Provision of top-quality policy advice services to the Government and facilitation of knowledge building and management
1. Ensures implementation of programme strategies for the Energy, Environment and Extractive Industries portfolio focusing on achievement of the following results:
- Thorough analysis and research of the environmental, climate policy, social and economic situation in the country and preparation of substantive inputs to UNMSCDF, CPD and other documents.
- Identification of areas for support and interventions within the thematic/sectoral areas assigned.
- Support implementation of internal Standard Operating Procedures in Results Management.
2. Ensures effective management of the CO programme within the thematic/sectoral areas assigned focusing on quality control from formulation to implementation of the country programme achieving the following results:
- Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.
- Design and formulation of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions. Coordination of programme implementation with the executing agencies. Introduction of performance indicators/ success criteria, cost recovery, targets and milestones.
- Initiation of a project, presentation of the project to PAC, entering project into UNDP’s corporate management platform, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst can perform functions of Manager Level 2, participates in recruitment processes for projects.
- Financial and substantive monitoring and evaluation of projects, identification of operational and financial problems, development of solutions. Participation in audit of NIM projects.
- Follow up on audit recommendations. Ensure that all exceptions are timely reported.
- Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.
3. Ensures creation of strategic partnerships and implementation of the resource mobilization strategy in cooperation with the Strategic Management Unit, focusing on achievement of the following results:
- Supports development of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities.
- Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.
4. Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:
- Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
- Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
- Sound contributions to knowledge networks and communities of practice.
- Organization of trainings for the operations/ projects staff on programme issues.
Performs other duties, as required.
Domestic and international travel will be required.
Required Skills and Experience
Education:
- Master’s Degree or equivalent in Development Studies, Business Administration, Public Administration, Economics, Climate Policy, Enviromental and Social Sciences, Environmental Engineering or related field.
Experience:
- A minimum of 2 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects.
- Experience in the usage of computers and office software packages, experience in handling of web-based management systems.
Desired Criteria:
- Demonstrated experience in working with various development partners and with relevant government agencies is desirable.
- Training or certification in monitoring and evaluation is an asset.
- Experience with programmes and/or projects related to Energy, Environment, Disaster reduction is desirable.
Languages:
- Fluency in English required.
- Knowledge of Spanish is an asset.
