Avis de recrutement : IDB recrute un(e) Consultant(e) d’appui à la supervision du portefeuille de l’agriculture, de l’environnement, du développement rural et de la gestion des risques de catastrophe en Haïti.

What you’ll do:

The consultant must develop the following activities, in collaboration with the corresponding RND team:

Portfolio Execution:

• Support the supervision of project portfolio in execution.
• Support project technical and operational planning
• Provide technical and strategic support to different projects and sectors.
• Identify risks and propose mitigation solutions.
• Support the design of technical and institutional elements necessary to facilitate an efficient project execution
• Support fiduciary tasks related to procurement and financial execution, in collaboration with the Bank’s responsible teams.
• Support project reformulations if necessary.
• Support the concretion of planned disbursements
• Draft documents related to execution and support missions
• Participate to technical and socio-environmental monitoring supervision missions
• Support the supervision of PEC consultants hired to support loan execution.

Evaluation of results and impacts:

• Support the definition of objectives, indicators and methodologies to evaluate operations impacts, results and outputs
• Supervise the implementation of projects impact evaluation
• Monitor the results of portfolio’s operations and technical cooperation, including reporting of indicators in Bank’s systems.
• Contribute to the production of results/impact and monitoring reports (PCR, PMR, reports, etc.)

Operations design:

• Contribute to the design of new loan and technical cooperation operations.

Policy dialogue:

• Lead and/or contribute to the sectorial dialogue in different sectors, and other tasks that require advice and technical-professional opinion.
• Lead and/or contribute to the identification of new opportunities for collaboration and financing with the country.
• Lead and/or contribute to the production of knowledge products

Internal coordination in the Country Office (COF):

• Maintain active collaboration with other divisions and entities of the Bank.
• Collaborate with the Operational Team of the COF in everything that is required for portfolio management
• Lead and/or contribute to communication processes related to the RND portfolio in the country, in dialogue with COF communication managers.

Other tasks:

• Develop other obligations that are assigned by the Team Leader in relation to the purpose of this contract.
