Responsibilities
Under the direct supervision of the Head, APCTT, the incumbent is required to perform the following functions:
• Participates in the development, implementation and evaluation of assigned programmes/projects related to climate change technologies (mitigation and adaptation), new and emerging technologies, and technology transfer and commercialization, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions;
• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops capacity building events, and through other interactive sessions and assisting in developing the action plan the client will use to manage the change;
• Researches, analyzes and presents the information and updates on climate change technologies and emerging technology trends on key aspects of programme, operations and other activities, etc. gathered from diverse sources.
• Assists in policy development, including the review and analysis of emerging issues and trends, preparation of evaluations or other research activities and studies;
• Undertakes survey initiatives; assists with designs of data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions;
• Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, inputs to documents requested by ESCAP headquarters, etc;
• Provides administrative and substantive support to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying consultants, resource persons and participants, preparation of background documents, draft speeches and presentations, handling logistics, etc;
• Undertakes outreach activities to enhance visibility of the Centre; develops strategy and produces promotional materials; updates Centre’s website’s contents; manages Centre’s social media accounts; participates in external events on behalf of the Centre and makes presentations on assigned topics/activities;
• Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc;
• Coordinates activities related to budget, funding and resource mobilization (programme/project preparation and submissions, progress reports, financial statements, etc.), monitors activities and prepares related documents/reports (pledging, work programme, programme budget, etc.);
• Manages, guides, develops and trains staff under his/her supervision;
• Performs other duties as required or as assigned by the supervisor.

Education
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, development studies, engineering, environmental studies or a related field.
A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
A minimum of five years of progressively responsible experience in India in project or programme management, research or related area is required.
Experience in working in the field of science, technology and innovation and in the area of climate change are desirable.
Experience in designing and organizing capacity-building activities; drafting technical cooperation project proposals; managing, monitoring, and reporting of technical cooperation projects are desirable.
Experience in the United Nations Common System or international organizations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
