OBJECTIVES OF THE PROGRAMME
To advise administration on all medical matters relating to WHO staff in the region, particularly medical adjudication, occupational health issues, preventive health care and health promotion and education. The Medical Officer (Regional Staff Physician) will provide clinical services including medical consultations and emergency medical care during office hours and supervise work of staff nurse and other members of Medical Services. The incumbent will promote proactive occupational health policies and best practices and procedures in the medical services in conjunction with Director Administration and Finance and in collaboration with SHW HQ with the objective of optimizing the health and well-being of WHO staff in the South-East Asia Region.
DESCRIPTION OF DUTIES
Under the general supervision of Director, Administration and Finance (DAF) the incumbent performs the following duties:
1. Promote the application of guidelines and recommendations related to occupational health issues including specific health risks assessment, provide advice on office ergonomics including indoor air quality and identifying specific health hazards; advises on stress at work place. Develops staff health promotion and education programmes, including preventive measures for non-communicable diseases and organizing staff health awareness programmes.
2. Conducts medical examination prior to selection of candidates and provides advise on medical fitness of the post for which the candidates are being considered; conducts periodic medical examinations, reviews and medically classifies with regard to fitness for duty, medical and pre-employed medical examination conducted by authorized physicians outside the Regional Office.
3. Conducts exit medical examination prior to end of service to determine fitness and health status at the time of separation of staff members from the Organization.
4.Conducts periodic medical examinations and provide medical consultation and emergency medical care and counselling to staff members; provide vaccination services, travel advice and debriefing after missions.
5. Advises staff member on medical fitness prior to departure on mission or change of duty station; provides emergency medical care during office hours, confidential medical advice and counselling to the staff
6. Approves/disapproves, monitor and controls sick leave of staff members in the region. Advises regarding cases of extended sick leave and/or frequent sick leave and fitness for duty following recovery from serious illness or accident.
7. In consultation with SHW HQ reviews and coordinates medical evacuation in within and outside the region; advises regarding local working and living conditions and health and makes recommendations regarding availability and quality of health care and medical facilities locally and in the region.
8. Works closely with Director of Administration and Finance in situations relating to poor work performance/attendance of staff where there may be underlying problems of substance abuse (alcoholism, drugs, etc.) stress or psychological dysfunctions.
9. Develops and implements staff health promotion, including those that address occupational health issues and provides specific health risk assessment. Advises staff on preventive measures to be taken with regards to major diseases, organize staff health education and awareness programmes, first aid courses to staff and prepares various reports as required by the organization.
10. Advises and supervises vaccination services for WHO and other UN staff and their families and provides travel advice/medicines prior to travel.
11. Evaluates local and regional medical facilities and liaises with health networks by utilizing local and international providers.
12. Provides emergency medical care during office hours, confidential medical advice and counselling to the staff, provides Staff Health Insurance (SHI) Committee and gives advice in ensuring ideal working conditions.
13. Supervises the work of Clinical Nurse andother members of Medical Clinic.
14. Performs other duties as assigned.
REQUIRED QUALIFICATIONS
Education
Essential: Advanced University degree in Medicine or University degree with considerable experience in medical field
Desirable: Medical Doctor Practitioner
Experience
Essential: Minimum seven (7) years of relevant professional, medical experience including considerable experience obtained in an international context.
Desirable: Experience in working in WHO and/or the UN system. Experience in working in a multicultural environment.
Skills
Excellent knowledge of medical field and best practices and industry trends. Customer relationship management and service level management. Thorough knowledge of medical service providers in New Delhi, with established contacts, and ability to establish and develop contacts and relationships with external medical service providers and the private sector.
Other Skills (e.g. IT): Goof working knowledge of global office IT applications.
