Key responsibilities:

The Emergency Preparedness and Response (EPR) Activity Manager, reporting to the Deputy Country Director, is responsible for overall management of the EPR unit including the design, implementation, and documentation of the portfolio. Under the leadership of the Activity Manager the unit contributes to the achievement of the World Food Programme Indonesia’s Country Strategic Plan 2021-2025; specifically, strategic outcome 2: by 2025 the Government, other partners and communities have enhanced capacity to mitigate the impact of disasters and climate change on food security and nutrition.
The EPR Activity Manager is expected to work and collaborate across WFP’s programmatic portfolio including food security and nutrition vulnerability analysis and mapping (strategic outcome 1), and preventing malnutrition through healthy diets (strategic outcome 3). The EPR Activity Manager is expected to lead, manage and provide technical and funding oversight of WFP’s EPR Portfolio. Responsibilities include:

1. Effectively manage the EPR unit, including supervision, performance and work planning, and recruitment of programmatic and technical staff and consultants to enable high performance.
2.Ensure all funding streams are well managed in accordance with established procedure, including, timely completion of deliverables, reporting, donor and partnership management, and full budget utilization according to donor requirements, and WFP internal systems and controls.
3. Represent WFP in official and technical meetings and consultations with partners to engage in policy dialogue, knowledge sharing, and stakeholder coordination to achieve shared programme and advocacy objectives.
4. Significantly contribute to the design and development of concept notes and funding proposals ensuring alignment with global expertise, WFP Indonesia’s Country Strategic Plan (2021 -2025), Government priorities and donor interests.
5. Ensure that all activities and interventions of the unit work in a gender-transformative manner, improving gender-balance and pursuing women’s empowerment. Also ensure that age, disability and the views and conditions of minorities are reflected in the approach taken.
6. Manage existing and develop new strategic partnerships with key Government counterparts (Ministry of Social Affairs (MoSA), National Disaster Management Agency (BNPB)), UN sister agencies, academic and non-governmental entities to contribute to WFP’s strategic positioning, policy dialogue focus and achievement of the CSP outcomes.
7. In close collaboration with the Activity Manager for Food Security and Nutrition/ Vulnerability Analysis and Mapping as well as the Programme Policy Officer, significantly contribute to WFP’s technical assistance and policy dialogue on early warning systems, climate change adaptation and adaptive social protection in the context of disaster preparedness and response and climate change adaptation.
8. In close collaboration with the Activity Manager for the Prevention of Malnutrition, significantly contribute to WFP’s technical assistance on enhancing the nutrition sensitivity of Indonesia’s disaster preparedness and response system.
9. In collaboration with key stakeholders (UN, Government, academia) support policy makers to utilize up-to-date data, global evidence and best practices to inform policy dialogue for improved disaster preparedness and response.
10. Ensure high quality and timely reporting, programmatic documentation and monitoring to meet WFP, UN, and donor requirements.
11. Ensure systematic documentation and dissemination of good practices, lessons learned, research results for utilization by internal and external key stakeholders to inform policy and programmatic decision making.
12. Represent WFP in official and technical meetings and consultations with partners and engage in policy dialogue, knowledge sharing, and stakeholder coordination to achieve shared advocacy objectives.
13. Actively participate and contribute technical knowledge and assistance to clusters and/or working groups related to emergency preparedness and response including but not limited to:  National and Provincial Logistics Cluster, Displacement and Protection Cluster, Cash Working Group, and the Disaster Risk Reduction-Climate Change Environment (DRR-CCE) Working Group.
14. Proactively assess risks, monitor overall progress and initiate corrective actions as appropriate to resolve issues.
15. Ensure that the project documents are registered with the Ministry of Finance and the regular progress reports of the projects are submitted in time and the required Berita Acara Serah Terima/BAST (Outputs Handover Minutes) are endorsed and submitted to the Ministry of Finance.
16. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

Deliverables:

 1. EPR Unit well managed including all unit and individual job descriptions and work plans in place.
2. EPR funds fully utilized and all donor and WFP reporting requirements met.
3. WFP is well represented and positioned with relevant UN and Government stakeholder coordination mechanisms and the cluster system.
4. Technical expertise is delivered to strengthen the capacity of national and sub-national governments in preparedness and response capacity particularly on logistics, and Community Based Disaster Risk Management (CBDRM) in accordance with agreed work plans with government and donors.
5. Management of preparedness projects with key national government partners: BNPB and MoSA and the sub-national level offices successfully implemented, documented and reported.
6. In the event of large-scale emergencies in the country and when required for WFP to support clusters, ensuring WFP’s three global cluster responsibilities (logistics, emergency telecommunications and food security) are fulfilled through engagement with the Humanitarian Country Team, Logistics Emergency Team and other partners.
7. WFP Indonesia, WFP Regional Bureau for Asia and the Pacific, and WFP Headquarters’ emergency preparedness and response requirements for contingency and operational planning (e.g. Minimum Preparedness Actions and Emergency Preparedness and Response Package) are submitted according to corporate guidelines and deadlines.
8. WFP EPR unit is managed, funded and staffed effectively.
9. Linkages between national and regional lessons learnt/after-action reviews with WFP activities.
10. Management of relationship with key national and regional partners (including the National Disaster Management Agency, Ministry of Social Affairs, Ministry of National Development Planning (BAPPENAS), Ministry of Home Affairs, Coordinating Ministry for Human Development and Cultural Affairs, UN agencies, and the ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management).

 

Qualifications & experience required:

Education: 

At least 5 years of post-graduate, progressively responsible experience in public sector management, development projects, emergency assistance, and/or operational aspects of national, bilateral or multilateral assistance or commercial transactions.

 

Experience: 

– Minimum of 10 years of experience in humanitarian assistance and/or emergency preparedness, early warning, logistics, disaster risk reduction and/or disaster management. International experience will be an advantage.
– At least 5 years of experience managing teams.
– At least 5 years of professional experience in the area of policy dialogue.

 

Desirable knowledge and skills:

– Understanding of methodologies and approaches for anticipatory actions to mitigate the impact of disasters including weather related events and climate change.
– Knowledge of Government structures, policies, and regulations for emergency preparedness and response, including the cluster system in Indonesia.
– Demonstrated experience developing new programmes and drafting proposals for institutional and private sector donors.
– Demonstrated ability to utilize food security data and analysis to inform programmatic design.
– Understanding of UN structures and systems for coordination in Indonesia.
– Excellent written and oral communication skills in both English and Bahasa Indonesia.
– Demonstrated ability to work in partnership with Government, UN, academia and civil society.
