About WFP

Over the past decade, Indonesia has witnessed an increase in climate-related hazards such as floods, droughts and storms. Their impacts are especially significant on vulnerable coastal and remote populations and are expected to affect agriculture and food security.

The Government of Indonesia has identified climate change as one of the priority areas of work through the National Medium-Term Development Plan (RPJMN) 2020-2024. Climate change is thus a priority for the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021-2025 and the World Food Programme’s (WFP’s) draft Country Strategic Plan (CSP) 2021-2025.

Drawing on WFP’s global and regional expertise, the WFP Indonesia Country Office is looking to expand its climate change portfolio, particularly in relation to adaptation to climate change and reduction of climate-related risks to food security and nutrition.

Under the overall guidance of the WFP Indonesia Country Representative/Director and Deputy Country Director, and direct supervision of the Programme and Policy Officer, the incumbent will support the Programme and Policy Officer to consult with relevant stakeholders for the development of high quality concept notes and proposals for different climate donors, including but not limited to the Green Climate Fund (GCF).

Organizational context

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). Job holders typically report to a Programme Policy Officer or Head of Field Office.
At this level, job holders are expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

Key accountabilities (not all-inclusive)

Provide technical support in developing WFP Indonesia’s climate change portfolio.

  • Conduct a desk review to identify WFP Indonesia’s potential engagement in climate change adaptation with a specific focus on risks to food security and nutrition. The assessment would include, but not be limited to:
    • a review of the climate change challenges and projected impacts, key factors of vulnerability, and barriers to adaptation in Indonesia.
    • a review of national policies and priorities (including the Nationally Determined Contributions, the National Adaptation Plan, the RPJMN, etc.) and existing initiatives in climate change adaptation, particularly in the context of food security and nutrition.
    • an analysis of stakeholders engaging in climate change adaptation.
    • a matrix of potential partners, which would include Government, UN Agencies, donors, development banks, I/NGOs and research institutes.
  • Based on a review of WFP’s climate and disaster risk reduction programmes, provide technical inputs to a strategy for the identification and engagement of partners, and monitoring windows of opportunities with Government and donors.
  • Facilitate the organization of meetings between WFP management and partners to discuss climate change and its projected impact on food security and nutrition, and funding opportunities, including through preparation of content and reporting.
  • Provide technical support to the drafting of concept notes and proposals for different donors, including for the Green Climate Fund.
  • Facilitate the planning and organization of stakeholder consultations to collect information and data to inform the design of plans, concept notes and proposals.
  • Within the specific area of expertise, undertake data collection and analysis, draft talking points, briefs and other relevant documents as needed.
  • Support related briefings for WFP staff, government and other partners.
  • Liaise with internal counterparts to support effective collaboration and synergies of climate change-related activities.
  • Contribute to preparedness actions, providing technical inputs on contingency planning, risk analysis and early warning related to climate change adaptation.

Standard minimum qualifications

Education and languages

  • University degree in development-oriented fields, preferably in agricultural or environmental sciences.
  • Fluency in both oral and written communication in English and Bahasa Indonesia

Desired experiences for entry into the role

  • At least 5 years of professional experience in development work, especially food security, preferably with a focus on resilience, livelihoods and adaptation to climate change.
  • Worked with technical teams, preferably with focus on climate change and natural resource management.
  • Contributed to implementation of programmes and has experience in project management, resource mobilization and partnerships. Previous experience in climate finance is an asset.
  • Observed or assisted with policy discussions.
  • Good communication and interpersonal skills, good drafting skills, and ability to work in a team.
