Background
The HR Coordinator is the most senior HR staff of iMMAP Iraq office and ensures the respect of iMMAP policies related to HR and the smooth running of HR related activities, including liaison with administrative authorities in the country. He/she is responsible for management of all iMMAP Iraq HR personnel and liaises directly with the HQ HR department, as required.
Description of Duties
HR FRAMEWORK
- Draft salary scales for National staff in compliance with GoI/ KRI Labour law.
- Ensure contract templates are in place and compliant with iMMAP and relevant donor policies
- Ensure staff promotion and salary increases are conducted according to iMMAP policies and in line with iMMAP’s salary grid
- Ensure health insurance framework for iMMAP Iraq staff and establish a feedback mechanism to assess the provision of health insurance.
RECRUITMENT
- Ensure the application of iMMAP Recruitment policy and procedures within the Iraq mission
- Ensure HR requests are validated by the Finance Coordinator and Country Representative before processing
- Support recruiting managers in the definition of their HR needs and ensure clear ToRs are established for each position
- Support recruiting managers in the planning of their recruitments, assigning deadline and responsibilities throughout the process
- Support iMMAP Iraq team with the use of iMMAP Career platform for recruitments
- Supervise the publication of job announcements by the HR officer, based on position ToR
- Participate in all interviews for candidates for national position from grade 4 (junior officer) to grade 7 (technical advisor)
- Ensure interview protocols are respected and interview sheets are filled by all interview panel members through the iMMAP Career platform
- Provide recommendation on candidates to the hiring manager
- Supervise the HR officer in conducting interviews for candidates for local position from grade 1 (non-skilled workers) to grade 3 (assistant)
- Supervise the HR officer in the preparation of job offers, contracts and other HR related documents
- Ensure all recruitments folders are complete and compliant with iMMAP and relevant donors’ policies
STAFF INDUCTION, PERFORMANCE AND TRAINING
- Prepare, in coordination with Iraq office Senior Management team, the Iraq office induction policy and packages
- Deliver administrative / HR briefing to all new employees
- Deliver Health Insurance briefing to all national Iraq mission staff
- Ensure relevant internal HR policies and regulations are signed and understood by all Iraq office staff
- Ensure staff are trained on the performance evaluation process and managers conduct regular appraisals for the staff under their supervision
- Ensure training needs are consolidated and a training plan defined for the Iraq office
ADMINISTRATIVE FOLLOW UP
- With the support of the HR officer, implement and follow up attendance sheets and leave requests processes
- Cross check the leave request and attendance sheet for payroll preparation
- Review and approve monthly payroll before final validation and signature by the Finance Coordinator and the Country Representative
- Supervise the preparation and approve the payment of all social security and income taxes on national staff salary, according to government regulation
- Review and approve social security and income tax payment report
- Ensure relevant follow-up of each key staff and anticipate resignations or any other kind of problem
- Handle HR questions, clarification of policies, interpreting and administering contracts and helping solve work-related problems
- Ensure that staff database is up to date
- Ensure employee folders are up to date
- Ensure employee’s contract follow up to anticipate contract renewal and/or contract closure are properly planned
- Participate upon request, in the settlement of disputes or issues related to personnel management in collaboration with the Country Representative
- Follow the registration, modifications, cancellation of employees and dependence of Health insurance with the insurance company
- Follow and cooperate with the health insurance company about the medical claims
- Review and approve final settlements and ensure departure check list is signed for local staff
MANAGEMENT OF THE HR DEPARTMENT
- Ensure the Iraq office HR department management including activity planning, internal meeting and working procedures.
- Ensure daily supervision of the HR officer.
- Ensure the HR officer receives proper training and support to implement his/her tasks.
- Ensure the progressive autonomy of the HR officer in the completion of his/her tasks.
- Appraise the HR officer performance as deemed necessary, but at least once a year
- Ensure the supervision of the Baghdad Liaison Assistant.
LIAISON
- Ensure tracking of sent and received official letters with Iraqi authorities
- Ensure official correspondence with Federal Iraq DNGO for any relevant matters (visa, access letters, others) with the support of the Baghdad Liaison Assistant
- Manage iMMAP Iraq official e-mail ([email protected] + [email protected])
- Maintain the administrative tracker (expatriate visa and residency for both GoI/KRI) to ensure it is up-to-date
- Liaise with the relevant fiscal and tax authorities in Iraq to ensure iMMAP is accomplishing all legal and internal rule on this matter in the country
OTHER
- Inform Country Representative regarding any observed breach of regulations that could lead to award or disciplinary actions as per iMMAP policies
- Attend the NCCI HR working group meeting and any other relevant coordination meetings
- Attend iMMAP Global HR meetings and workshops, as per iMMAP HQ HR team requirements
- Participate in office weekly stand-up meeting and senior staff meeting to provide key HR updates
- Conduct visits to Baghdad office and other locations across Iraq to follow up on HR-related processes and issues

- As part of the iMMAP commitment to organizational learning, and in support of the understanding that learning organizations are more effective, efficient and relevant to the communities they serve, it is expected that the IMO will commit 5% of his time to learning activities that benefit iMMAP as well as individual professional development.

- iMMAP team members are expected to support all efforts toward accountability, specifically to beneficiaries of iMMAP programs, and to international standards guiding international relief and development work while actively engaging beneficiary communities as equal partners in the design, monitoring, and evaluation of field projects.
Requirements
EDUCATION & WORK EXPERIENCE
University degree in a relevant field.
WORK EXPERIENCE
- Minimum 4 years of experience in a HR-related field;
- Proven and extensive experience in the development of training workshops on multidisciplinary skills and the ability to communicate effectively
- Experience in team management and good leadership skills;
- Experience in conflict management and resolution;
- Experience in liaising and maintaining relationships with national and local authorities;
- Excellent knowledge of local labour law and customs;
- Excellent organizational skills and ability to handle multiple tasks;
- Competent in Microsoft Office suite, including MS Excel, Word and Powerpoint;
- Ability to engage in regional travel, according to request;
- Fluency in Arabic, English and Kurdish with excellent communication skills.
