About the mission…

Solidarites International (SI) is a well-recognised emergency humanitarian actor operating in Iraq since 2017 with strong expertise in WASH sector providing support to most vulnerable population affected by displacement and conflict. The organisation has had a continuous presence in Mosul areas (including the suburb Muhallabiyah), Sinjar, Baaj and in refugee camps in Dohuk governorate (Bardarash camp). The mission has constant presence of 9 expatriate presence in Erbil/Mosul/ Sinjar/ Bardarash

The organization is one of the main WASH actors in the country (notably in Ninewa plain and KRI), specialising in water supply and sanitation facilities rehabilitation, operation, and maintenance; distribution of hygiene items at the individual and household level; provision of hygiene awareness and promotion sessions in camps, schools, and households. Through the lead of two consortiums in the implementation of in-camp and out-of-camp WASH response during 2018 and 2019, Solidarités international was able to help providing assistance to more than 145,400 IDPs in the governorates of Ninewa, Baghdad, Salahaldin, Diyala, and Anbar. SI has been providing WASH assistance in the refugee camps of Gawilan and Bardarash through due to the refugees’ influx from North-East Syria since 2019. The organization is well recognized and accepted in both camps from the beneficiaries and the camp authorities. Currently Sinjar teams are also piloting livelihood program with business development component in three villages which are hosting high number or returnees.

Part of SI strategy is to develop programs in southern Iraq to respond to environmental crisis and water scarcity faced by population living in Basra and Dhi Qar governorate.

The mission in composed of one Coordination office in Erbil (9 expatriates and 8 national staff) and one operational base in Mosul (1 expatriate and 23 national staff) and newly opened sub office in Sinjar with one expat (PM/Head of Base) 20 national staff.

About the job

General objective:

  • The Field Coordinator has the role of delegated Country Director (CD) to represent organization on governorate level and manage staff under its supervision.
  • He/she proposes a regional strategy according to the geopolitical and humanitarian context, and ensures its implementation once validated.
  • He/she checks and ensures that projects are carried out in accordance with the Solidarités International charter, respecting all internal and contractual procedures
  • He/she mobilizes the material and financial resources necessary for programs to run smoothly, and supervises resource management.
  • He/she coordinates the teams in place and is responsible for their security in his/her assigned zone.
  • He/she is the He Country Director’s direct contact and representative, coordinate with actors active in implementation area.
  • Oversee program quality, assessments and data collection with technical support of Program Coordinator
  • He/ she support implementation of SI accountability framework
  • Support mission to identify and develop project activities with new sectors of intervention within Ninewa governorate.

 

The main challenges:

  • Maintain contextual and security analysis in Ninewa ;
  • Maintain strong relation with local authorities, other NGOs, UN agencies and other local actors (CSOs, CBOs, LNGOs and community representatives) ;
  • Create strong relationship with Directorate of Water and Ministry of Health and other relevant ministries (Migration, Social affairs, Agriculture) in Ninewa as well in Bagdad;
  • Oversee base-level access negotiations and mapping of security actors ;
  • Oversee all aspects of base management; logistics, administration, programme etc.
  • Support the launch of new projects ;
  • Human resources management including recruitment, capacity building and evaluation.

Priorities for the 2/3 first months:

  • Support development of Sinjar sub office and operations in Sinjar and Baaj ;
  • Organize needs assessment in new areas of intervention with programmatic support of Prog Co ;
  • Support transition from purely humanitarian programing to Durable solutions oriented programs ;
  • Launch livelihood program and protection mainstreaming
  • Develop strong CASH for work programing;
  • Continue developing WASH in Health and WASH in Education activities ;
  • Support security analysis of the intervention area and update base-level security guidelines;
  • External coordination with UNHCR, camps management, and other possible WASH and livelihood actors, with support of the coordination team to identify new fundraising opportunities and partnership ;
  • Build strong relationship with local authorities (DoW, MoH, MoA).

Management:

Position under hierarchical supervision of Country Director

Logistic, Admin team and Program team:

  • 27 people in Mosul ;
  • 24 people in Sinjar.

Budget:

Expected budget 2021: 2 M USD (ECHO, IHF, CDCS)

Expériences / Formation

Education:

  • Bachelor’s Degree (or equivalent) in International Relations, International Development, Humanitarian Studies, Logistics, Business, Management, or other related sectors

Experience:

  • Several years of professional experience in humanitarian environments ;
  • Experience in post-conflict contexts ;
  • Previous experience in insecure and access-hindered environment required ;
  • Previous experience in security analysis and management is highly desired ;
  • Experience in working in Iraq is a strong asset.

Skills:

  • Strategical thinking and willingness to develop SI intervention in new areas (livelihood, protection mainstreaming) ;
  • Security analysis and implementation and stakeholder relationship (armed and local authorities), contextual analyses and do no harm approach orientation ;
  • Logistic and administrative tasks management (focus primarily on Logistic) ;
  • Strong representation and coordination skills ;
  • Capacity building skills ;
  • Management, organization and planning skills ;
  • Patience and support stressful environment;
  • Adaptive to fast changing environment and able to deal with daily changing priorities.

Language:

  • Fluent English (written, spoken and read) ;
  • Knowledge of Arabic / Kurdish is an asset.

Salaire

A salaried post: Starting from 2860 euros gross per month (2600 euros gross per month + 10% annual leave allowance paid monthly i.e.) and valorization according to experience (+100€/year of humanitarian experience on an equivalent position and +50€/year of humanitarian experience on a non-equivalent position)

The perdiem rate for Iraq is 750 USD a month.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months. For a one-year assignment, the expatriate will have a 7 working days break at 3, 6 and 9 months (with 850 USD allocated by Solidarités).

To these break periods, it is necessary to add the granting of one additional rest day per month worked, i.e. 12 days in addition for a one-year contract.

Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Living conditions:

There are good living conditions in Erbil

Expats live in a fully equipped guest house located in Ankawa neighborhoods, 5 to 10 minutes from the office by walk. It is possible to walk around the neighborhood and there are many shops and restaurants. There are parks in the city where you can walk or go running, and many malls and shops which sell a very large variety of goods.

Expats can face street or taxi driver harassment. It is recommended that expats do not walk alone late at night or take unknown taxis on their own.

Due to access constraints and current COVID restrictions, movements outside of KRI are limited

Mosul office has three guest rooms, fully equipped for long term stay. Property is guarded and located in safe area of city nearby other NGO offices. International staff is strictly obliged to follow strict security rules and curfew.

Sinjar office has two guest rooms and rely on its generator for most of the time. Sinjar living conditions are simple and require several security measured due to the volatile security context.

Security

Erbil security situation is stable, however the situation is prone to changes due to the political situation. Though the living environment in Erbil feels safe, there are still risks, including the risk of car accidents, robbery/theft and sexual harassment. There is no curfew in Erbil. In general in KRG, movements are not restricted and do not usually require additional access letters of permission from LAs. Nevertheless, the recurrent tensions between Iran and US have led to specific measures in Erbil with some specific no go areas nearby the US consulate.

Security in Mosul city is volatile, but relatively stable day-to-day and is a permissible operating environment for NGOs. This security situation can deteriorate rapidly within the city so strong security processes remain in place and the context is constantly monitored. There is a presence of armed actors and occasional VBIED incidents within Mosul city with no confirmed authorship. Criminal activities such as burglary, homicide, and police search and arrest operations take place across the city. NGOs have not been targeted in the last few years but due to general context, high level security rules must be observed. In Sinjar is security situation unstable due to the presence of multiple military actors and unpredictable development of Sinjar agreement implementation. Such as Mosul, high level security measures needs to be observed.
