The United Nations Assistance Mission for Iraq (UNAMI) is a political mission established in 2003 by UN Security Council Resolution 1500, at the request of the Government of Iraq. UNAMI’s mandate is to advise and assist the Government and people of Iraq on a number of issues that include advancing inclusive political dialogue and national reconciliation, assisting in the electoral process and in the planning for a national census, facilitating regional dialogue between Iraq and its neighbours, and promoting the protection of human rights and judicial and legal reforms.
This position is located in the United Nations Assistance Mission in Iraq based in Baghdad. The Chief of Mission Support reports directly to the Special Representative of the Secretary General for Iraq (SRSG).
Responsabilités
Within delegated authority, the Chief of Mission Support will be responsible for the following functions:
•As a member of the Senior Management Team, S/he will contribute to the implementation of the mission mandate by providing the necessary managerial, logistical and administrative support required for the fulfilment of the mandate, including such areas as budget, finance, human resources management, logistics, communications, transport, air operations, etc.
•Certify mission expenditure.
•Advise the SRSG on all matters pertaining to administrative and logistical support.
•Plan, organize, implement, manage and oversee the activities of all administrative and logistical support operations.
•Provide effective management of human, financial and material resources of the mission.
•Identify broad strategies required for the development and implementation of the mission
support’s work programme.
•Ensure development, preparation, coordination and monitoring of overall work plans,
strategies and programmes for the support activities of the mission and take the lead in securing the required human and financial resources for the mission.
•Establish a set of sound policies, procedures, practices, standards and tools that are consistent with UN regulations, rules, policies and practice in order to ensure proper budget, accounting, financial and human resources management and control.
•Develop and implement a service optimization programme to promote continuous improvement in the quality and delivery of services to mission’s clients. This will include the establishment of relevant strategic mission performance indicators which provide data and analysis for review of legislative bodies. Ensure that all processes and systems in place are relevant and cost effective.
•Ensure, through collaboration with all stakeholders, the implementation of Global Field Support Strategy including, among others, commitment to supply chain management and integrated/shared service delivery that is client-oriented, responsive and allows for efficiencies wherever possible.
•Liaise, negotiate and coordinate with local authorities with respect to administrative and logistical matters.
•Ensure cooperation and integration of administrative and logistical resources with military, civilian police and other substantive elements of the mission as required.
•Provide guidance, support and supervision to senior administrative and logistics support staff as well as audit and evaluation services, as appropriate.
•Ensure the provision of guidance, performance evaluation, supervision and mentoring to all administrative support and other staff in the areas of his/her responsibility.
•Maintain good order and discipline of staff under his/her overall supervision.
•Represent the mission before legislative bodies, providing information and clarification in support of budget proposals.
•Represent the mission support component at meetings, protocol and ceremonial occasions, etc. Perform related duties as may be required by the SRSG, e.g., provides briefing to visiting senior officials on mission, administrative and technical support activities, etc.
•Perform other related work as required.

Formation
Advanced University degree (Master’s degree or equivalent) in international affairs, business or public administration, management, logistics, human resources management, supply chain management, finance, engineering, accounting, law or related fields is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Expérience professionnelle
At least fifteen (15) years of progressively responsible experience in public or business administration, management, programme management, human resource management, finance, accounting, logistics, supply chain management, information technology or related area
At least five (5) years of experience at managerial level working in United Nations common system field operations, including peacekeeping and special political missions and UN agencies, funds, and programmes; or field-based operations of other public international organizations or non-governmental organizations
Experience implementing complex support programmes and administrative rules and procedures
A proven track record of leadership and management in multicultural settings in a politically sensitive context
Experience in providing strategic policy advice to senior level officials
Connaissances linguistiques
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable.
