ICMP is implementing a multi-year project in Iraq to support authorities in their efforts to account for persons missing as a result of armed conflict and violations of human rights.
Position Details
Reporting to the Finance and Administration Manager at HQ, and working in close collaboration with the Head of Program (Iraq), the main duties and responsiblities of the position are as follows:
Financial Administration
- Advise the manager and Head of Program (Iraq) on the implementation of program grants and projects from a financial perspective to ensure compliance with ICMP financial rules and regulations and donor financial management requirements;
- Review and process financial transactions in accordance with ICMP Financial Regulations and Rules and ensure project account codes and cost calculations are correct, funds are available and supporting documents are complete;
- Manage the Iraq program imprest accounts and cash resources in accordance with the ICMP financial cash management policy and record transactions in the ICMP financial management system;
- Ensure the timely payment of vendors/suppliers in accordance with agreed contract terms and conditions and conduct bank reconciliations (in conjunction with the Treasury Unit)
- Prepare the first draft of budget proposals and revisions ;
- Prepare financial reports ;
- Monitor budget implementation/expenditures and advise the Head of Program and Director of Corporate services on budgetary reallocations as needed;
- Ensure the Iraq program financial documents are maintained/filed in compliance with ICMP policy;
- Support the management of Iraq program facilities and maintain oversight of contracts from a contracting and financial management perspective.
Administrative Support
- Advise the Director, Corporate Services on administrative policies and relevant matters pertaining to the Iraq Program;
- Ensure the provision of office support services and support the implementation of program activities (e.g. Data Collection campaigns) from a logistical and financial perspective;
- In collaboration with the Procurement and Logistics Officer, provide general office support as required; elevate issues to the supervisor as needed.
Other requirements
- Perform similar duties related to the Libya program as indicated above;
- Provide leave coverage or support during peak workloads to colleagues administering other programs in various ICMP locations.
Requirements
- Education and/or training in financial management, business administration, logistics/supply chain management is desirable, as is a professional finance or supply chain designation (e.g. CIMA);
- Minimum of 6 years of relevant professional experience in an international or other organization in a similar role;
- Previous experience working in finance, procurement, and logistic functions;
- Knowledge of financial and administrative policies and procedures;
- Previous experience working within international organizations;
- Previous experience supporting field-based teams;
- Accounting, procurement, including reporting;
- Strong analytical and writing skills;
- Attentional to detail and the ability to work under deadlines.
Mandatory Requirements
- Professional fluency in written and spoken English and Arabic, knowledge of Kurdish is an asset;
- Proficiency in Microsoft applications, including Word, Excel, and Power Point;
- Proven ability to interact positively with colleagues regardless of culture, nationality, or gender;
- Ability to travel at short notice and to work flexible hours including weekends and evenings;
- Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner.
