HI has been registered and operational in Iraq since 1991 and has become a lead implementing agency in the emergency response in the Health and Protection sectors, operating across Ninewa, Kirkuk, Baghdad, Sulemaniyah and Diyala Governorates. Since 2014, HI has scaled up its intervention in Iraq to respond to the humanitarian needs generated by the capture of territory by the IS-group, subsequent military operations and the widespread displacement of Iraqi populations.
In line with HI Iraq’s Operational Strategy for the period 2017-2020, the global objective of HI programming in Iraq is to Enhance the protection and resilience of conflict-affected communities in Iraq through 3 pillars:
• Arms Risk Reduction
• Health:
• Access to Essential Services
Additionally, following the spread of COVID outbreak in the country HI is currently developing a small scale response to assist the most fragile and vulnerable cohorts of the population:
The first cases of COVID-19 have been recorded in Iraq in February 2020. After an initial lull in infections a sharp increase in recorded positive cases has been recorded since end of May. In order to contain the rapid spread of the epidemic and to help vulnerable cohort of the population cope with its impact, HI is scaling up its response based on HI’s framework B-SAFE. The project intends to provide vulnerable cohort of the population with awareness on COVID-19, hygiene and protection material and living support to compensate for the loss of livelihood.
Baghdad project is implemented mostly in Dyala, with limited coordination activities in Baghdad
Description de poste :
Under the line management of the operations coordinator, as project manager, you will ensure efficient implementation and quality of the project activities, including operational, financial and logistical aspects of the project. You will manage and support the project officers (directly) and field teams (indirectly), ensure clear and timely reporting on activities, ongoing monitoring and evaluation, ensure internal and external coordination and, if needed participate in the development of new projects.
In this part, your main responsibilities will be:
• Project Management
• Human Resources Management:
• Financial, administrative and logistical management
• Reporting
• Representation and external coordination
Profile attendu :
- You hold a degree in humanitarian aid, development studies…
- You have at least 2 years of experience as Project Manager in a similar context
- You have strong knowledge of Project cycle management
- You have a good understanding of humanitarian coordination and of the protection sector
- You have ability to work under pressure, managing priorities; ou are flexible and reactiv
- You have strong interpersonal and intercultural skills and are a good team member and keen to participatory approach.
- You are fluent in English

In Baghdad and Mosul, severe restrictions on movement are imposed, with curfew and limited places authorized for visit. Neverthless the presence of a small but active humanitarian community allow for visits to other organizations. Opportunities for social activities in both locations are limited. Few shop / supermarkets are available.
Accommodation is in shared guesthouse with individual rooms. Each GHs is well equipped (TV, some gym equipment).
Weather in Baghdad is particularly hot during the summer.
Visits to Erbil are scheduled regularly for meetings and long weekend. Several leisure opportunities are available in Erbil: restaurants, team sport, bars, cultural visits…

Conditions :
- Starting date : 15th of July
- Length of the contract: 6 months
- Employee status:
– Salary from 2214€ gross/month regarding the experience of the candidate
– Perdiem : 522€ net/month
– Hardship allowance : 500€ net/month
– Insurances : medical hearth coverage, retirement planning, repatriation
– Paid holiday : 25 days per year
– R&R : Level 2 : 5 days every 3 months
– Status : unaccompanied
– Housing : Collective taken in charge by HI
