This position is located in UNITAD, Iraq. The Director of Investigations reports to the Special Adviser and Head of the Investigative Team.
Within delegated authority from the Special Adviser, the Director of Investigations will lead the Office of Field Investigations and supervise the work of the Field Investigation Units, Sexual and Gender-Based Violence and Children’s Unit, and the Forensic Sciences Unit.
UNITAD was established by the Secretary-General pursuant to Security Council resolution 2379 (2017), according to which it is mandated to support domestic efforts to hold ISIL (Da’esh) accountable by collecting, preserving and storing evidence in Iraq of acts that may amount to war crimes, crimes against humanity and genocide committed by the terrorist group ISIL (Da’esh) in Iraq.
Responsabilités
Within the delegated authority of the Special Adviser and Head of the Investigative Team, the Director of Investigations will implement and supervise the work of the Office of Field Investigations, which includes UNITAD’s Field Investigation Units, the Sexual and Gender- Based Violence and Children’s Unit, and the Forensic Sciences Unit. The incumbent will lead the engagement of UNITAD with national authorities, victims & survivors, NGOs and other entities with a view to obtaining information and evidence of relevance to the investigative priorities of the Team.
Specifically, the Director of Investigations:
- Directs and manages the work programme of the Office of Field Investigations including Field Investigative Units, Sexual and Gender-Based Violence and Children’s Unit, and Forensic Sciences Unit.
- Leads and manages complex investigative activities, aimed at building cases for criminal prosecution, identifying targets considered among those most responsible for crimes committed by ISIL / Da’esh.
- Ensures the application of international standards in the activities of the Investigative Team while taking into consideration Iraqi law and respecting the sovereignty of the host country.
- Formulates and implements the evidence-collection activities of the Team, determining priorities and allocating resources for the completion of outputs and their timely delivery.
- Ensures that all standard operating procedures and other internal procedures are aligned with the highest standards, amends and adapts such procedures to meet evolving needs and circumstances.
- Conducts witness interviews and other evidence-collection activities as appropriate.
- Ensures, in consultation with the Victim and Witness protection unit, that the work of the Field Investigation Units with witness and survivors is conducted in line with the highest possible standards, and in a manner that reduces the potential exposure of such individuals to re-traumatization.
- Provides leadership to the development of innovative and/or change management programmes in the Investigative Team.
- Oversees the management of investigative activities of the Team, ensuring that evidence- collection activities are carried out in a timely fashion and co-ordinates work both within the Investigative Team, and with other organizations of the United Nations System, donors and agencies as appropriate.
- Contributes to the formulation of the overall strategies and policies of the Investigative Team by participating in various committees, preparing documents on policy issues, and acting, as required, in an advisory capacity to the Head of the Investigative Team; contributes to the overall management of the activities and operations of the Investigative Team.
- Co-ordinates and assists the Special Adviser in the preparation of reports for presentation to the Security Council, the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, the General Assembly and other policy-making organs, as appropriate.
- Reports to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports, as appropriate.
- Ensures that the outputs produced by the Investigative Team maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all investigative and analytical outputs produced by the Office of Field Investigations meet required standards before completion to ensure they comply with the mandate of the Investigative Team pursuant to Security Council resolution 2379 (2017).
- Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Office of Field Investigations, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
- Oversees the recruitment of staff for the Office of Field Investigations taking due account geographical and gender balance and other institutional values.
- Manages, guides, develops and trains staff under his/her supervision; fosters teamwork and communication among staff in the Office of Field Investigations and across organizational boundaries.
- Chairs meetings, seminars, etc., on substantive-related issues; represents the Organization at international, regional, inter-agency meetings, seminars and conference; provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions.
- Performs other related duties as requested by the Head of the Investigative Team.
Work implies frequent interaction with the following:
(i)The Head of the Investigative Team;
(ii)Managers and staff within the Office of Field Investigations, Office of Evidence and Analysis, and Office of the Chief of Staff;
(iii)Senior Staff within the UN Secretariat, Missions Heads and other UN offices, funds, programmes and specialized agencies;
(iv)Representatives of Governments (High Level Political and Law Enforcement Authorities) and representatives of non-governmental organizations;
(v)Chairs and members of intergovernmental bodies;
(vi)Local population including victims, relatives, witnesses and representatives of impacted communities.
Results expected: Effectively manages and supervises all investigative activities of the Team; ensures coherent strategic framework to guide investigative work; final analytical products are integrated in the work of the Team. Proven leadership in the development of innovative programmes with significant impact on the overall effectiveness of the United Nations.

Formation
Advanced university degree (Master’s degree or equivalent) in International Relations or Political Science, Social Science, Business Administration, Public Administration, Management, Law, or Military Studies is required. A first-level university degree with specific certificates and additional qualifications in the investigative field with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Expérience professionnelle
A minimum of fifteen years of progressively responsible experience in investigative work, with experience in planning, leading & executing complex national and international criminal investigations, as well as experience in managing multi-disciplinary investigation teams composed of both national and international team members, is required.
Experience in investigation management and administration together with supervisory functions is required.
Experience in leading the conduct of investigations with a UN investigative body or other international investigative body is required.
Experience in leading teams and deployments in high risk areas, including conducting investigative activities in the field, in particular in the Middle East, is highly desirable.
Connaissances linguistiques
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and Arabic is required.
