HI has been registered and operational in Iraq since 1991 and has become a lead implementing agency in the emergency response in the Health and Protection sectors, operating across Ninewa, Kirkuk, Baghdad, Sulemaniyah and Diyala Governorates. Since 2014, HI has scaled up its intervention in Iraq to respond to the humanitarian needs generated by the capture of territory by the IS-group, subsequent military operations and the widespread displacement of Iraqi populations.
In line with HI Iraq’s Operational Strategy for the period 2017-2020, the global objective of HI programming in Iraq is to Enhance the protection and resilience of conflict-affected communities in Iraq; an objective achieved through an operational framework of three central pillars:
Arms Risk Reduction: Reduce the impact of the Conventional Weapon (CW) and Improvised Explosive Devices (IED) for conflict-affected populations through Risk Education and land release
Health: Improve access to specific services for the most vulnerable people whose physical and functional and/or psychological integrity is compromised, through the provision of physical rehabilitation and Mental Health/Psychosocial Support (MHPSS) services
Access to Essential Services: Ensure equal access to essential services, protection and basic needs for all conflict-affected populations, including persons with disabilities These pillars are complemented by three cross-cutting themes: a comprehensive approach to mine action, inclusion mainstreaming, and protection mainstreaming.
Description :
The main objective of the Humanitarian Access & Security Manager is aimed at helping to ensure the safety and security of HI’s mission staff and goods at all times through ensuring proper risk analysis, security frameworks, tools and protocols in place and at the same time supervising their correct and effective implementation.
Under the line management of the Country Director, and coordinating with the Mission Representative and Advisor (MRA) based in Erbil and Area Manager / Field Coordinators, the Humanitarian Access and Security Manager will be responsible for the implementation of HI’s framework and systems of security management (risk analysis, security plans…) in the whole Iraq; including the update and/or development of comprehensive tools, policies and Standard Operating Procedures where required; identifying critical gaps in capacity and proposing solutions; providing trainings as necessary; participating in specific assessments as needed and performing other tasks as required by CD.
The Advisor will come in support to the team already in place, specific attention will be given to collaborative work and capacity building.
Working relationships:
- Report to: Country Director;
- In close collaboration with: Mission Representative and the Area Managers;
- Management: Direct management of three security officers in the different field locations;
- Scope of the position: countrywide;
- HQ referent: Security Advisor.
Profile sought :
Qualifications/training:
- A Bachelor degree in Political Sciences, International Relations, Security Management, Middle Eastern Studies, or another relevant subject, is mandatory. A Master’s degree in any of these fields is a strong asset;
- A recognized security management qualification and/or a first aid/safety qualification
- A qualification in trauma first aid would be an asset;
- A strong capacity in training of trainers as well.
Experience:
- At least 5 years of professional experience in security management and context analysis in insecure environments with humanitarian INGOs;
- At least 2 years of professional experience in a contemporary conflict context (Syria, Iraq, Yemen and/or Libya);
- Experience in providing professional briefings and trainings including ToT training;
- Additional professional years in project, program and/or base management in different humanitarian settings and different intervention sectors are a strong asset
Competencies:
- Proven experience in training/ Capacity building
- Proven experience in producing quality reports and documents, including maps
- Knowledge of English (oral and written) is mandatory
- Strong IT skills, including the use of different communication devices, computers, GPS and mapping software
- Effective communication, analytical and problem solving skills
- Knowledge of Arabic (Levantine dialect, oral and written) is a very strong asset.

- Ability to work under high pressure, in a flexible way;
