Introduction
Founded in 1933, the International Rescue Committee (www.rescue.org) is a world leader in relief, rehabilitation, and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 25 countries around the world, addressing both the immediate and life saving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies.
In Iraq, the IRC has been providing humanitarian assistance and support to conflict-affected populations in the sectors of protection and rule of law, education, child protection and gender-based violence prevention and response. The Senior Information Management and Quality Assurance Officer will provide support to the Protection and Rule of Law (PRoL) department implementing activities in 10 governorates in Iraq. The PRoL activities focus on issues related to access to justice, provision of legal assistance, raising awareness on human rights law and entitlements as well as protection monitoring and psychosocial support interventions. The protection program is also designed to collect and disseminate protection-related information from local communities to inform advocacy, policy, and humanitarian programming.
Position Overview
Under the direct supervision of the Information and Quality Assurance (IQA) Manager, the Data Reporting and Quality Assurance Officer will support the timely collation and quality assurance of qualitative and quantitative data, primarily, but not exclusively, related to the IRC PRoL project activities and required by the IRC MEAL, donor and cluster systems. To this end, he or she will work closely with filed program implementation team to collect the relevant data, verify its completeness and quality and support the IMS and PROL Program team in compiling quality data reports and verifying data accuracy. She or he will also input the data in the PROL data tracking system – CommCare – making sure that the system is updated on a regular basis with high-quality data, and that the field teams understand the use of tools used by them to collect data on program outputs and outcomes. Specifically and working closely with PROL management and Information management Systems, he or she will support the development and maintenance of mobile data collection tools to collect information from protection and legal staff; create and maintain databases; develop reports and dashboards; and manage and operate the IRC’s information dissemination tools. Relatedly, he or she must support the IQA Manager to ensure that adequate systems for information collection are in place, well understood and fully utilized. In terms of reporting, the IQA Team will produce quantitative reports (e.g. ITS and MTS) and tracking sheets (e.g. detention and eviction) to which the Data Reporting and Quality Assurance Officer will contribute.
In terms of quality assurance, he or she will be responsible not only for ensuring that the data collected is complete and accurate but also for working under the guidance of the Monitoring and Evaluation Coordinator to more systematically and effectively evaluate progress and outputs in key areas. This position will entail a great deal of collaboration with colleagues, including local partners, both for the purpose of gathering information and for providing guidance and training to field staff.
In terms of performance evaluation, the primary criteria shall be based on the extent to which data is available when needed, namely ahead of periodic and ad hoc deadlines, and the extent to which this data properly reflects program activities in terms of accuracy and breadth. In this regard, the Data Reporting and Quality Assurance Officer will ultimately be responsible for the work (including timeliness) of his or her team. Data clarity and accuracy will be another criterion of performance evaluation. This means that that data must be presented in an easy-to-read format and contain up-to-date and accurate details. In terms of quality assurance, he or she will also be evaluated on his or her ability to carry out monitoring and evaluation plans, including ones that entail additional data collection procedures.
Job Responsibilities
- · Support with overseeing and maintaining an accurate and high-quality data management system for the IRC PROL Program. The incumbent will serve as the primary person responsible for ensuring the quality of data on an ongoing basis for internal and donor reporting and external stakeholders.
- · Support Supervisor in developing data collection tools using CommCare or other platforms, to collect data and build database structures that support effective management of beneficiary and project data.
- · Conduct quality checks and audit data for accuracy and completeness, including by verifying data through the analysis of primary sources (e.g. attendance sheets) and follow up with teams to ensure consistent data entry on a regular basis. The Officer will check the data in CommCare to make sure that all documents pertaining to each entry are uploaded in good quality and that there are no double entries of the same cases.
- · Provide ongoing support and training to other staff, including on how to use CommCare and other data collection platforms. Support the team to develop a common understanding of tools, as well as creating guidance documents and videos to better use the system and mitigate errors. For this purpose, travel to field offices may be required (approx. 10% of time).
- · Troubleshooting and debugging data collection tools for the team, also identifying and resolving problems related to the formatting of the forms for data collection.
- · Preparing data and drafting numerical reports for internal use and donors on a periodic or ad hoc basis where required and to be completed in a timely manner.
- · Work closely with M&E Team to evaluate data collection needs, draft periodic reports to the donor and management team, as well as preparing lists of beneficiaries to be reviewed by the M&E team.
- · Ensure the accurate representation of data in the M&E and donor activity tracker sheet on periodic bases.
- · Support the IMS team with raising relevant purchase requests, cash advance, cash liquidation and other administrative tasks pertaining to the IMS PROL program.
- · Perform other duties, as needed or requested by the supervisor.

Profil
- BA degree in information management, IT, statistics or related field;
- At least two years of prior professional experience in a similar post, reporting and information management experience highly preferred.
- Experience in humanitarian programming with national or international NGOs a distinct advantage;
- Knowledge on statistical packages for data analysis and reporting will be required;
- Strong analytical and reporting skills with attention to detail;
- Strong English and Arabic language skills, oral and written;
- Good interpersonal skills and ability to work as part of a team, as well as independently;
- Ability to travel to provide on-site guidance and training;
- Excellent organisational and time management skills and ability to meet strict deadlines;
- Flexible and able to work in a dynamic and diverse environment.
