Key Functions
• Supports the coordination of protocol-related services;
• Provides and monitors delivery of protocol services to Permanent Representations to FAO;
• Advises the Chief of Protocol and the permanent missions on matters of protocol and policy procedures;
• Keeps informed on government and policy evolution and maintains up-to-date information on composition of Governments of Member States and intergovernmental organizations;
• Undertakes ad hoc tasks and missions, as required by the Chief of Protocol, on matters of a diplomatic and procedural nature.
pecific Functions
• Liaises with Embassies and Governments and ensures the preparation and finalization of the Credentials for new FAO Representatives (FAORs), in cooperation with the Human Resources Division (CSH);
• Independently coordinates the drafting and timely dispatch of letters of submissions of candidacies and Credentials letters for newly appointed FAORs, congratulatory messages and other routine correspondence related to holidays, national days or important changes in Governments;
• Supports the function of Secretary of the Credentials Committee during FAO Conference sessions, receiving and evaluating credentials of delegates and ensuring the preparation of related documents;
• Prepares official correspondence for the Director-General’s signature;
• Coordinates the updating and publication of the List of Permanent Representatives accredited to FAO, as well as the Ministerial List of related governmental authorities of Member Countries;
• Provides guidance to Secretariats of FAO Governing Bodies and Statutory Bodies in respect to FAO meeting protocol policy and procedures; and
• Performs other related duties as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced university degree in Political Sciences, International Relations, Public Administration or a related field;
• Five years of relevant experience in United Nations protocol, liaison or related areas;
• Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).
Technical/Functional Skills
• Work experience in more than one location or area of work, particularly in field positions, is desirable;
• Working knowledge (proficient – level C) of Italian is desirable;
• Extent and relevance of experience in the specific area of protocol, in a multilateral setting;
• Experience in organizing events/meetings, in an international setting, particularly registration of delegates for United Nations or intergovernmental meetings;
• Ability to manage and maintain up-to-date information on composition of Governments and Diplomatic staff is considered a strong asset;
• Extent knowledge of Protocol office duties, in an intergovernmental context;
• Knowledge and understanding of Protocol rules and experience in the application of administrative procedures and practices related to the accreditation of diplomatic staff, in the United Nations context, is an asset;
• Demonstrated ability to work independently and to organize work under pressure;
• Political judgement and diplomatic skills, especially regarding interaction with high-level personalities, and ability to establish and maintain work relationships and contacts at all levels;
• Strong ability to overcome difficulties and/or challenges, keep calm even in stressful situations.
