Background:

 

The Logistics Cluster enables global, regional and local actors to meet humanitarian needs. Before crises, the cluster works with the stakeholders in high risk countries and regions to strengthening national supply chain resiliency, enhancing coordination and promoting a common methodology towards logistics preparedness among the humanitarian community. In crises, where these capacities have been exceeded, leadership, coordination, information and operational services are provided. WFP, as the lead agency, hosts the Global Logistics Cluster (GLC) support team in its headquarters in Rome.  It is comprised of a diverse, multi-skilled group of logisticians and is mandated by the Inter-Agency Standing Committee (IASC) to complement and co-ordinate the logistics capabilities of co-operating humanitarian agencies during large-scale complex emergencies and natural disasters.

 

The GLC 2016-2021 strategy also includes a special focus on preparedness and on strengthening the response capacity of national actors. The preparedness activities currently focus on six identified disaster-prone pilot countries to successively expand to 24 emergency-prone until mid-2021 and embedding the development of a preparedness platform.

The GLC support team facilitates the process of convening the cluster community, supports the development of the strategy, including a strong preparedness component, and its implementation in accordance with identified objectives and priorities. The support team is accountable to the Logistics Cluster stakeholders and reports on the progress made against the strategy twice a year during the Logistics Cluster Global Meetings. The GLC support team also provides training, guidance, support and logistics surge capacity to the active cluster operations, reinforcing the capacity on staff on the ground.

 

Objective:

Contribute to the implementation of the GLC Work-plan and Logistics Cluster Strategy to ensure that Logistics Cluster operations at field level meet the expectations of partners and donors for logistics and preparedness support through coordination, information management, and service provision. Further, contribute to the GLC undertaking to strengthen national supply chain resiliency as part of the GLC preparedness activities.

 

Reporting Line:

The Global Head of Information Management (IM) reports to the Global Deputy Head of the Cluster.

 

Responsibilities:

 

Global

  • Support the implementation of the Logistics Cluster Strategy.
  • Responsible for coordinating and facilitating the outputs of the Information Management team at the Global Logistics Cluster (GLC) as well as in the field in order to contribute to an effective and efficient emergency response by the Logistics Cluster;
  • Manage a team of Information Management Officers, providing daily guidance, mentoring and career planning for the team members.
  • Perform as driver for the creation and maintenance of information management tools; assessment and analyses of upcoming trends in IM, and the implementation and maintenance of Information Management activities, procedures and systems and ensuring the GLC IM guide is kept up to date accordingly;
  • Responsible for the management and continued development of the Logistics Cluster Website and other tools.
  • Assess and analyse upcoming information management needs and Information Management technology and propose a mitigation, response or implementation approach;
  • Drive the documentation and archiving of information and knowledge within the Logistics Cluster Response; including the development and implementation of Information Management structures including Document Management; Corporate Data and Reports Management; Records and Archives Management; Cluster Statistical Activities and Knowledge Community Networking;
  • Coordinate the Logistics Cluster IM Training;
  • Ensure the implementation of the GLC communications work plan by instructing, tasking and supporting Information Management Officers in the GLC and in the field;
  • Ensure consistent and qualitative communication across all publications and communication tools, driving for continued development and refinement of the Logistics Cluster website and other online tools, in coordination with the relevant team members and based on the IM guide. These products include:
  • GLC communications and cross-cluster materials for circulation to the broader humanitarian community;
  • The creation, consolidation and analysis of inputs on all Inter-Agency / Inter-Cluster related thematic groups, including representing the Logistics Cluster in Inter-Agency / Inter-Cluster forums;
  • Joint IM products created in coordination with WFP Supply Chain Division and WFP Emergency Division.
  • Represent the GLC on the Logistics Emergency Team’s Communications Council.
  • Responsible for coordination with WFP Supply Chain Division and WFP Operational Information Management Unit.

 

Field support

  • Act as information gate keeper, checking all information received from the field, key business users, supporting units and other sources, ensuring consistency in content, presentation and quality of all published material;
  • Coordinate and assist in the drafting and development of project funding documentation for a variety of donors, in cooperation with the GLC Operations team;
  • Coordinate and prepare briefing material on Emergency Operations for a variety of stakeholders (donors, partners, internal, global meeting);
  • Responsible for identifying and briefing for deployment qualified Information Management personnel who will be responsible for Logistics Cluster Information Management in emergency responses; and ensure relevant briefings and debriefings including creation of a info packages for Logistics Cluster deployments;
  • As required deploy to Emergency Operations in the field to help establish the Information Management component of Logistics Cluster activations. Ensure collection, storage, distribution, integration and application of information and knowledge within the Logistics Cluster Response;
 Perform other duties as required.

Recruitment Qualifications:

Education: University degree in economics, social sciences, international relations, communications, journalism or related field; or the equivalent combination of education and experience.

Work Experience: A minimum of six years of professional experience including: working in an international context; responsibility in a logistics role; experience with reporting/tracking systems; working in an emergency response. Previous experience in emergencies is important. Experience in managing teams is important.

Languages: Fluency in spoken and written English is required. B1 level in second UN language is required.

Key skills: excellent written and verbal communications skills; high attention to detail and proofreading ability; good research and analytical skills; ability to meet deadlines and work under pressure as part of a team; ability to work independently while asking questions and seeking support in a fast-paced work environment. Knowledge of logistics operations and systems; knowledge of humanitarian reform/cluster concept. Experience in using Social Media in a professional context.

Technical skills: Proficient in MS Office package, particularly in Microsoft Excel and PowerPoint. Demonstrated ability in data acquisition and knowledge of Access or other database tools is a great advantage. Experience with HTML is also a plus. Demonstrated ability in acquiring, wrangling, structuring, manipulating and visualizing unstructured and structured data with BI platforms like Power BI or Tableau is a distinct advantage.

Deliverables at the end of the contract: 

Logistics Cluster Field Officers (IM and Preparedness Officers) are provided a satisfactory IM desk support.

Quality control and constructive feedback has been provided to IM Officers in the field.

IM Officers in HQ have been provided with guidance in their day to day tasks and on professional career development.

IM tools have been developed and maintained based on the needs of the field and the IM guide has been kept up to date accordingly.
