FAO International Consultants and Call purpose

The Organization frequently engages experts to work on short-term projects as international consultants. An international consultant is engaged by the Organization to provide expertise, skills or knowledge for the performance of a specific task or piece of work, which would be short-term by nature. The assignment may involve full-time or part-time functions similar to those of staff members. The assignment can be from 1 month up to 11 months. The possibility of extension is subject to satisfactory performance and depends on the resources and needs of the Organization.

The objective of the Call is to attract suitable individuals to undertake B or C level consultancies in the area of gender equality and land. Individuals meeting or exceeding the requirements of the Call will be included in the Divisional Roster. Experts who are registered in the Roster are available for consideration whenever relevant opportunities arise related to gender equality and women’s empowerment, and gender mainstreaming.

Reporting Lines

The consultant reports to the Gender Officer responsible for gender and land matters in the Inclusive Rural Transformation and Gender Equality Division (ESP).

Technical Focus

The incumbent(s) will contribute to the implementation of FAO’s Strategic Framework and the Gender Equality Policy which aims to achieve equality between women and men in sustainable agricultural production and rural development for the elimination of hunger and poverty. Specifically, the incumbent(s) will address aspects such as: gender equitable governance of land tenure, and women’s land rights, collection, analysis and use of land related gender-statistics including sex-disaggregated data; support to countries to report on the SDG Indicator 5.a.2 on women’s land rights.

Tasks and responsibilities for levels B Consultants and PSAs

•    Undertake policy analysis and analytical work on effective ways to address gender inequalities in land tenure and access to and control of land;
•    Provide technical support to governments in the formulation and implementation of gender-equitable land and agricultural policies, (only applicable to consultants);
•   Produce knowledge products, policy and capacity development materials, and implement learning events to enhance the skills of FAO staff and Member States;
•    Manage and maintain the FAO gender and land rights database
•    Support the design and implementation of capacity development initiatives on gender and land
•    Develop collaborative relationships with key land sector stakeholders who are working for, or are supportive of, change in the area of women’s land rights
•    Assist in the coordination and organization of  international meetings, workshops, learning events, and policy dialogues to influence global debates;
•    Provide technical support to facilitate countries reporting process on the SDG Indicator 5.a.2 on women’s land rights;
•    Coordinate and provide support to field activities and projects on women’s land rights;
•    Prepare clear and concise technical reports, website updates (gender and land rights database), and other communications in line with the requirements of FAO;
•    Perform any other related duties, as required.

•    Support policy analysis and analytical work on effective ways to address gender inequalities in land tenure and access to and control of land;
•    Provide technical support to governments in the formulation and implementation of gender-equitable land and agricultural policies and laws, (only applicable to consultants);
•    Contribute to the production of knowledge products, policy and capacity development materials, and implement learning events to enhance the skills of FAO staff and Member States;
•    Support the management and maintenance of the FAO gender and land rights database;
•    Provide support to the design and implementation of the capacity development initiatives on gender and land;
•    Support the organisation of international meetings, workshops, learning events, and policy dialogues to influence global debates;
•    Provide technical support to facilitate countries reporting process on the SDG Indicator 5.a.2 on women’s land rights;
•    Provide  support to field activities and projects on women’s land rights;
•    Perform any other related duties, as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

•    University degree in social sciences, land governance, economics, law, rural development, human rights or other relevant disciplines ;
•    At least five years for Level B and two years for Level C of relevant experience in analysing and integrating gender dimensions into policy and programme formulation and implementation, particularly in the context of agriculture, rural development and land rights;
•    For consultants: Working knowledge of English and limited knowledge of one of the other official languages of the organisation (French, Spanish, Arabic, Chinese or Russian).
•    For PSA: Working knowledge of English.

Technical/Functional Skills

ESP is looking for gender experts who are able to cover at least two of the following technical fields:

  • Women’s land rights;
  • Gender and land governance;
  • Collection, analysis and use of land sex-disaggregated data;
  • Gender-sensitive approaches and/or transformative approaches oriented to strengthen women’s rights;
  • Gender analysis of policies and laws, including land and gender-related instruments;
  • Capacity development on gender and land.

Selection Criteria

  • Knowledge and expertise in gender equality and women’s land rights concepts and approaches;
    Experience and knowledge of gender and land capacity development programmes and tools;
  • Excellent analytical skills;
  • Demonstrated experience interacting with governments;
  • Experience organising events with a diverse range of stakeholders;
  • Ability to work with diverse professionals and across multiple cultures.
