Context:

Under the general supervision of the Director, Office for the Coordination of the Mediterranean and Chief of Mission in Italy and Malta and the direct coordination of the Project Manager, the incumbent will perform the duties listed below as Operations Clerk within the Facilitated Migration and Vulnerable Groups Unit, to support the implementation of all activities needed to ensure the safe transport of IOM’s beneficiaries.

Core Functions / Responsibilities:

  • Meet the refugees entering Italy at the Rome FCO airport or other identified airports and assist them through the arrival and check-in procedures, at the Border Police checkpoints, taking care of all the accompanying documentation, in close coordination with the rest of the Team;
  • Facilitate safe departure of all beneficiaries destined to other countries from Italy, taking care of transfer arrangements, including ground transportation, as necessary, as well as of all formalities at border points;
  • Liaise with IOM Missions in the countries of residence of refugees or of destination of IOM’s beneficiaries as well as with Headquarters Departments for all movement-related operations;
  • Report immediately any unforeseen events (i.e. no-shows, flight delays, cancellation, etc.) and help solve them in an efficient, timely manner, seeking possible solutions/alternatives in close cooperation with the relevant colleagues;
  • Assist in identifying best possible routings and surface transportation providers necessary for the smooth implementation of projects related activities, including by supporting all procurement procedures;
  • Assist in identifying best possible accommodation options for migrants in need of such a support in conjunction with their internal or international transfers;
  • Timely input in the dedicated project’s database all data pertaining to movement related activities; this will involve constant use of MiMOSA;
  • Assist the project manager in coordinating with the IOM Rome Administration and Finance Unit all aspects related to payments, invoices, reimbursement of different carriers;
  • Assist all IOM staff travelling on duty within projects’ activities (meetings, monitoring missions, study tours, etc.) by procuring necessary tickets. In particular, the organization of transportation includes:
  1. Use of AMADEUS to search for best economical and suitable routing and best time schedule;
  2. Liaison with HQ’s STC for coordinating the best travel schedule for IOM staff in case of unavailability in AMADEUS/other local options;
  3. Collection of tickets, assignment of relevant proflight numbers and preparation of nominal roll;
  4. Registration of movements in the I-GATOR system, for financial monitoring purposes and forwarding of the relevant information to AISU in MRF Manila;
  5. Registration of the Relocation beneficiaries in the MiMOSA system;
  6. Timely notification (ABN) of IOM Missions and internal and external partners concerning relevant bookings, routings, cancellations, etc.;
  7. Timely notification of IOM Missions and internal and external partners concerning special passenger requirements, such as wheel chair, stretcher cases, etc.;
  8. Transportation arrangements to be carried out according to internationally recognized standards of security and safety;
  9. Provide support to other operations clerks, when necessary, for all IOM related movements.

Required Qualifications and Experience :

Education :

High school degree with three years of experience in ticketing, including the use of Amadeus, I-Gator and MiMOSA.

Experience

  • Proven experience with migrants’ direct assistance as well as liaison with service providers, airport staff and Border Police;
  • Previous work experience in Airlines and travel agencies;
  • Certified user of Amadeus.

Skills

  • Knowledge of Microsoft tools, including Excel;
  • Knowledge of IOM programmes, MiMOSA and iGATOR is an advantage.

Languages : Fluency in English and Italian (oral and written).
