YOUR MISSION:
The role of the Humanitarian Access & Security Manager is aimed at helping to ensure the safety and security of HI’s mission staff at all times through.
The secondary objective is to develop HI’s capacity to analyze, dialogue, and negotiate in order for populations to fully access humanitarian aid. The position is under the country director line management and in close collaboration with Middle East regional director where some support will be provided.
For this purpose, you are responsible for :
Contributes to the country strategies in line with the global strategies
Steers security strategy and functioning through the active promotion of HI’s institutional policy and the optimisation of our resources
Standards and responsibility
Ensures respect and application of HI standards for the whole of his/her professional sector, with regard to policy, processes and tools;
Adapts and contextualises these standards according to specific local characteristics;
Oversees internal control for his/her whole area of responsibility;
Guarantees compliance with and application of institutional donor rules on all the projects implemented within his/her scope of responsibility
Operational security management
Gain a thorough understanding on security issues in the region and develop an effective and efficient security related information collection.
Representation and coordination
Represent HI in bilateral meeting with humanitarian actors and with local actors when requested by the Director
Maintain and expand HI’s network of contact with key staff of INGOs or UN agencies specialized in analysis and security and with security access referent of other governmental entities if required and maintain regular discussion and organize regular updates on security and context with the HQ security advisor.
Liaise and coordinate with support services Managers to ensure proper capacity, resources and assets are available for security follow-up at mission level.
Training and management
You assess risk behaviour from HI staff (national and international), you provide training and on the job training toward persons who have security responsibilities in the missions
You organize and provide extensive training on any security related issues to all HI staff induction for new comers, regular briefing for international and national staff on security rules and procedures and any other specific training for staff
Assumes the role and stance of manager with regard to his/her staff:
Fosters a team spirit and team works to ensure the necessary synergies between the divisions. Encourages the exchange of practices within and between divisions;
Contributes towards the professional development of his/her team members: sets individual objectives, ensures that the know-how and motivations of his/her staff meet the organisation’s needs.
Humanitarian Access
Continuously analyzes the humanitarian context, identifies barriers to access, opportunities for improvement, and key actors
Supports the director Manager in implementing a specific strategy to improve humanitarian access
Contacting and conducting humanitarian negotiations with authorities and key actors
Preparing exploratory visits and opening new areas
Reporting
Provide monthly security sitrep and contribute to monthly mission sitrep
Provide quality reporting in case of incident (online application system
Participate with inputs in any relevant document preparation (proposal, report, project risk analysis, assessments internal or external visits…)
Profile :
– Master’s degree in humanitarian aid and/or development and/or international project management, or other related and relevant fields (international studies, etc.)
Experience:
– Minimum 3 years
– Experience in the field of humanitarian aid and development project coordination, including at least 2 years in security management-related jobs
– Excellent level in English (fluent verbal and writing).
– Excellent communication skills
– Good command of team management and experience in capacity building
