Contexte :

Terre des hommes (Tdh) is the leading Swiss organisation for children’s aid. Active in around 40 countries, Tdh works with local and international partners to develop and implement field projects which improve the daily lives of over 4 million children and members of their communities, in the domains of health, protection and emergency relief. General description of the position :

Tdh works in the MENA region since 1968 and it is a priority region for the organisation. Tdh works through country offices in Egypt, Palestine, Jordan, Lebanon, Iraq, Syria, Afghanistan and Pakistan. The organisation works in other countries through local partners and consortiums.

You will lead Tdh’s new business development efforts in the Middle East and North Africa region (Egypt, Lebanon, Palestine, Jordan, Iraq, Syria), including Central Asian countries (Afghanistan and Pakistan), by engaging with global, regional, country, and technical staff through the proposal development cycle from opportunity tracking and capture planning to proposal development, and submission, and donor engagement.

You will primarily serve as the coordinator and advisor of fundraising opportunities; you will also train and mentor staff throughout the region on topics relevant to business development. You will have a successful track record of leading new business efforts in international development with USG funding streams, ECHO, EU Madad, GAC, SDC and other multilateral and bilateral donors.

 

Contractual Conditions:

Expatriate contract under Swiss labour code 3’800 CHF (~3’300 €) 5’200 CHF (~4’500 €) net salary/month according to experience x 13, Annual Leave: 25 days per year. Contract includes also local accommodation and transportation, health and repatriation insurance, return flight.

Main responsibilities :

  • Implement the Donor Engagement Strategy and related Action plan, as a support to the regional and global Strategy ;
  • Contribute to business development systems, tools, and process improvement initiatives as needed ;
  • Manage the process of development of concept papers, project proposals and responses to key solicitations as a support to the Regional and Delegation field managers. This includes framing of the Go- No Go process; Guidelines and Donor strategy analysis, coordinating proposal elements (e.g., past performance, management plan, etc.), ensuring appropriate technical review and quality assurance, in line with the global grant acquisition process and tools ;
  • Lead proposal development in response to requests for large specific country funding opportunity at field level and regional opportunities This will involve management of proposal teams, calendars, and deadlines; strategy development with programmes and technical staff; partner identification and negotiations; recruiting; writing; production; and after-action reviews ;
  • Lead the identification and engagement process of regional partners important for the business development opportunities, in support to regional and delegation field managers ;
  • Advising other Tdh departments on donor (e.g. USG, DFID, EU, etc.) contract terms and implication for structuring proposal budgets, targets, and deliverables ;
  • Build the capacity of country and regional teams’ staff to identify opportunities and develop strong program designs and proposals ;
  • Maintain up to date knowledge of USG, EU, GAC and other donor funding priorities in geographical interests relevant to Tdh’s area of work and provide guidance to country, regional, and technical teams
  • Build and strengthen relationships with internal stakeholders (HQ-based regional and technical units, as well as Tdh country offices) and external stakeholders ;
  • Contribute and support the Delegation to engage in strategic dialogue with potential partners and with Donors;
  • Participate in developing proposal development training for the MENA Delegation.

 

Profile :

  • Education: Master’s degree in relevant field such as international relations, political science, public administration, and communication ;
  • Language: Fluent in English, Arabic and/or French is an asset ;
  • Experiences: At least 5 years of experience developing funding proposals and in international cooperation resource acquisition ;
  • Experience working with US Government (USAID, OFDA, BPRM, etc.) and/or SDC, DFID, and/or other European donors, experience working for a donor is an asset ;
  • Substantial experience and a successful track record leading large proposal teams on complex subject, multi-year, multi-partner proposals with minimal supervision ;
  • Experience in proposal budgeting is a plus ;
  • Excellent communication and interpersonal skills, including ability to effectively manage a variety of relationships in a multicultural environment ;
  • Demonstrated ability to collaborate equally effectively with colleagues in ‘remote’ and diverse teams, including as a team leader for proposals ;
  • Ability to work productively and accurately while under pressure in a fast-paced, demanding environment and to multi-task and prioritize effectively ;
  • Flexible work attitude, ability to work in a team environment and independently and ability to meet unexpected demands ;
  • Ability to travel internationally (up to 20% of time).
