OBJECTIVES OF THE PROGRAMME

The objective of the Business Operations Services (BOS) is to optimize the implementation of WHO’s global health mandate through establishment and monitoring of effective and responsible management, administration and supportive policies, systems and services and to promote a collaborative working environment and ensure prompt financial, programme implementation and monitoring and efficient distribution of resources in support of WHO’s leadership role in international health.
The Amman Common Services (ACS) under BOS, also ensures adequate support to EMRO programmes, and manages and supports the delivery of meetings and trainings facilities and services for EMRO, in addition to all the WHO offices in Jordan.

DESCRIPTION OF DUTIES

The incumbent will perform the following duties
1.To provide the necessary support to the organization of meetings and trainings workshops in Jordan
2. To prepare the relevant meeting documentations and provide secretarial support to multiple professional staff in the meetings area and to other professional staff on the team or in the Centre as required
3. Finalize all administrative and logistics preparations required for the organization of meetings held in the country (working groups, seminars/courses, workshops) and pay per diem to participants as appropriate, inclusive of hotel and travel arrangements of the participants, and airport pickups, etc.
4.Analyze and process requests for procurement of goods and services for different technical and emergency programmes, ensure adherence to the standard WHO guidelines on procurement, accuracy of information, completion of required supporting documents and check availability of funds.
5.Using GSM, initiate local purchase requests for both catalogue and non-catalogue items in an efficient manner, monitor status and ensure timely process of requests and delivery of goods and services. Draft purchase order amendments when required, provide justification and upload supporting documents in RMS.
6. Draft bid invitations and prepare requests for price estimates and related correspondence, compile offers, prepare summary of bids including information on price and conditions of offer, and draft the adjudication reports with recommendations for decision making.
7. Maintain and update the suppliers’ database including completion of the supplier evaluation forms for all suppliers contracted by WHO office
8. Prepare periodic procurement reports and briefings on the status of all transactions for the review of the supervisor. Initiate correspondence to verify data, answer queries, alert supervisor/technical units of any gaps in the transactions, and recommend solutions
9. Provide needed logistics support for fleet Management including monitoring fleet movement, petrol consumption, registering related data and producing needed reports
10.Perform other duties related to area of work , and replace colleagues as required.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary education, supplemented by administrative training
Desirable: University degree in business administration or related field is an asset

Experience

Essential: At least 5 years progressive experience in the field of administration
Desirable: A minimum of five years of relevant practical experience in management or administrative work, some experience in WHO an asset, with a good knowledge of procedures and practices of an orgnaizaiton in UN System

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at JOD 16,767 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
