Roles and responsibilities
1.Economic management of projects
Ensure the financial management of projects by ensuring the harmonization of financial, accounting and HR management tools compatible with national legislations, NOVACT and funders’ standards.
Financial Management
- Consolidate financial project reports in accordance with funders’ templates and in coordination with headquarters. Receipt and supervision of financial justification reports submitted by local partners.
- Coordinate financial audits to be conducted on project expenditures in Mashreq.
- Anticipate the cash flow needs of the projects, prepare and send the cash flow forecast of projects and office expenses to headquarters with the approval of the Mashreq coordinator.
Accounting Management
- Ensure efficient and quality management of grants received, ensure the quality of supporting documents and ensure that all expenditures are justified with a legal traffic document and in compliance with NOVACT and project donors’ procedures.
Administrative Management
- Ensure the existence, follow-up and archiving of all administrative and accounting documents of the offices, related to their operations, ensuring an effective and efficient filing system that facilitates the location of documents.
- Participate in grant and program formulations, prepare and update project budget estimates in coordination with the technical team and headquarters.
Representation of Novact
- Represent NOVACT, together with the Mashreq coordinator, before the authorities and partners in financial, administrative, legal, project and office aspects.
2. Office management
- Participate in the formulation of annual office budgets.
- Follow and supervise (draft if necessary) local insurance contracts, rental contracts, and contracts with suppliers and third parties.
- Ensure good working conditions in the office in collaboration with the technical team.
- Supervise the equipment, the maintenance of the office and the IT park.
- Carry out the annual inventory of equipment and fixed assets of the office and ensure their organization, control and valorization.
Tenders
- Prepare bidding documents and participate in the management of bidding processes (implementation of bidding procedures, coordination, launching and follow-up of bids, selection of bids) in coordination with the technical team and headquarters.
- Control the quality of tender execution, as the main interlocutor with suppliers, ensuring that consultants, service providers and suppliers respect contractual terms and conditions, and execution deadlines.
- Prepare the VAT exemption for the competent administrations.

It is necessary to demonstrate
- Education : Hold a university degree in Economics and Business Administration, Finance, Business Administration and Management or equivalent.
- Experience : Have significant experience of at least 2 years in a similar position or financial officer in a humanitarian, development, peace building or human rights organization.
- Technical skills for the position :
- Have budget writing skills, analytical skills, ability to initiate innovative and original approaches to work, knowledge of NGO organizational challenges.
- Knowledge of regulations and funders’ requirements (AECID, ACCD, Barcelona City Council, European Union).
- Technological skills : Have good knowledge of office automation packages, especially, spreadsheets, word and accounting programs or the use of an ERP.
- Interpersonal skills: Have the ability to work in a team, proactive, flexible and adaptable to changes.
- Languages: Knowledge and fluent oral and written expression in Arab and English.
The following will be valued
- Knowledge of Catalan and/or Spanish will be highly valued.
- Have at least 2 years of work experience managing international cooperation projects.
- Have knowledge of regulations and requirements of funders : the city council of Barcelona.
