The International Rescue Committee helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. Founded in 1933 at the request of Albert Einstein, the IRC works with people forced to flee from war, conflict and disaster and the host communities that support them, as well as with those who remain within their homes and communities. At work today in over 40 countries and 22 U.S. cities, we restore safety, dignity and hope to millions who are uprooted and struggling to endure.
As a global humanitarian organization, the IRC has unique capabilities – and is particularly known for rigorous research and evidence-based programs. A key initiative that supports this strategy is the Airbel Impact Lab, aimed at investing in the design, development, and scaling of new humanitarian interventions and delivery models. The lab seeks to apply best practices from human-centered design, behavior science, multi-disciplinary problem-solving, and an innovation portfolio management function in the humanitarian context.
In 2017, in concert with the IRC’s Middle East Regional team, Airbel created a regional innovation “hub” with the objective of building a portfolio of breakthrough solutions for the problems facing vulnerable populations in Jordan and Lebanon.
Currently, the IRC Jordan Country Program is developing its new Strategy Action Plan (SAP), intended to inform the IRC’s work in Jordan over the next three years. As part of this, the leadership is interested to understand more deeply how climate change drives and is driven by the dynamics of crisis in the region. Further, the Jordan team would like to reflect climate change considerations across its programming to strengthen our ability to proactively combat climate change as part and parcel of how we deliver for vulnerable populations. The Middle East Hub will support the Jordan Country Program in scoping this areas. Ultimately, the purpose of this work is (1) to understand the landscape of opportunities vis a vis climate change interventions in Jordan; and (2) to design 3 potential program strategies that are aligned with the Jordan Country Program’s portfolio. The scoping work will be done over 2 phases which will align with these goals. This consultancy covers phase one only. The output (described below) will help frame the SAP, Jordan’s primary strategy document for the next three years. Phase two will move from strategy to specific programs and is outside the scope of this consultancy.

Review existing literature reviews to detail global context of climate change challenges and opportunities |
Liaise with relevant HQ IRC staff to leverage existing materials on global trends in climate action. |
Incorporate global context of challenges and opportunities into final report; including bibliography. |

Map organizations doing climate change work in Jordan, including but not limited to water management, agricultural/ food management, and food security. |
Working with existing contacts (either from the IRC or personal contacts), use “snowball” methodology to conduct lightweight online survey to get network of climate change actors in Jordan. |
Create list of organizations in the Jordan doing work related to climate change, with description of work, geographical coverage, and contact at each organization |
Where possible, leverage existing stakeholder maps, “4Ws” exercises, etc. |
Conduct key Informant Interviews with organizations working in an area related to climate change. |
Working with the ME Hub team, develop a qualitative survey to capture the perspective of those already working in this area in Jordan. |
At least 10 finalized KIIs with key decision makers at organizations working in the area of climate change in Jordan. |
Conduct 10 KIIs with staff at key organizations working in climate change to understand their experiences/ perspectives on the landscape of climate change work in Jordan, including priority areas, and challenges and opportunities for impact. Key informants should include key decision makers at organizations involved in implementation of activities related to climate change or climate change related area. |
Conduct Key Informant Interviews with Climate Change experts in Jordan |
Working with ME Hub team, develop a qualitative questionnaire for use interivewing climate change experts in Jordan. |
At least 3 finalized interviews with experts, e.g. from government or academia, in the dynamics of climate change in Jordan. |
Conduct 3 interviews with key climate change experts in Jordan, covering the relevant trends in climate change as they manifest in Jordan, with PESTEL framework (political, economic, social, technological, environmental, and legal), as well as the challenges and opportunities for action/ impact. |
Leveraging data from KIIs with external organizations and experts, conduct Key Informal Interviews OR focus group discussions with IRC staff to better understand where IRC could have a role in climate action in Jordan. |
Working with Regional Director of Innovation from ME Hub team, interview country director and deputy director of programs, presenting results from previous KIIs and “match-making” to IRC current programs. |
Description of 2-3 broad areas where IRC could potentially have impact on climate change related issues in Jordan, incorporating both the needs and IRC’s value-add. |

Working relationships
- Remote work with frequent communications with team based in New York and Jordan.
- This consultancy will not cover travel to Jordan, but residence in Jordan is preferred.

Profil
Education
- Masters’ degree in social science, environment and development, climate science, or other relevant subject.
Work Experience
Minimum four (4) years’ work experience in the international development sector with an emphasis on climate change, research, design, and communications.
Demonstrated Technical Skills
- Experience working in the areas of climate change in Jordan.
- Proven existing knowledge of the key actors working in the areas of climate change in Jordan.
- Experience designing and implementing surveys remotely.
- Experience conducting 1:1 interviews (Key Informant Interviews or similar) in Arabic.
- Experience engaging with international organizations (including UN and INGOs).
- Proven competency with field research and basic analysis
- Excellent English language writing and presentation skills.
Demonstrated Competencies
- Superior oral and written communication skills, with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders;
- Strong ability to work effectively across departments and build consensus;
- Established capacity to deal with ambiguity

Languages
- Professional fluency in spoken and written English is required
- Proficiency in Arabic is preferred.
Computer/Other Tech Requirements
- Full professional competency in Microsoft Office Suite, especially Word, Excel, PowerPoint
- Familiarity with file sharing systems such as SharePoint or Box desirable
- Experience and knowledge of data collection platforms like Kobo, ODK, or similar.
