Description
- Coordinate the overall project coordination process of facilities, structures and/or pipelines and monitoring contractor performance assuring the application of all the relevant HSEQ and QA procedures;
- Provide technical support as required;
- Promote a total quality work ethic and safe and pleasant work environment and establish an environment of mutual respect and teamwork with all employees with frequent inspections of work sites each day;
- Direct Day to Day activities of the Engineering Contractors, calling upon specialist resources within the greater organization as necessary;
- To act as a focal point for all communication between Company and Contractors;
- Ensure all required input and output is provided in a timely manner, and that requests for data are directed to the appropriate personnel in the Company;
- To assure quality and consistency of Сompany input to the assigned Contractor. Be accountable for contractor compliance with quality control requirements;
- To drive for completion of Contract activities according to the Scope of Work, the Cost-Time-Resources catalogue, and the Overall Project Plan;
- To assure the application to the Contract of all the relevant norms, local rules, company standards and international best practice;
- To ensure that all necessary elements of the Company Management Procedures are implemented;
- To ensure that applicable elements of the Project Execution Plan are implemented, with focus on Value Assurance Activities, including Reviews of the Contractors work in accordance with the Value Assurance Plan;
- To provide timely engineering progress reports to the Company Specialists as required.
- To document all formal communication between Company and the Contractor, including Minutes of Meeting, Change Notices, etc;
- Responsible for any communication that impacts the Scope of Work and may be taken as an instruction for Change by the Contractor;
- Liaising with the other disciplines of the Company Team;
- Liaising with other resources from the Company organization and engineering Contractors (as above detailed) evaluate and rank the development alternatives based on relevant KPI’s;
- Act as a liaison with contractors and clients managing any work interfaces and enhancements to project scope;
- Determine & prepare the Scope of Work for issuing Contract Work Orders and Purchase Orders;
- Review designs and drawings for comments before approval for construction
- Conduct Technical Evaluation of bidders;
- Conduct kick-off and work progress meetings with Contractors;
- Pre-start inspection of equipment on its technical condition;
- Undertake team briefings and inception activities to ensure all aspects of work are understood by all concerned parties;
- Monitor and control expenses related to project work;
- Monitor and manage schedules with multi-discipline interface;
- Monitor required contract & subcontract work activities to ensure that drawings, tools, equipment, and materials are available to complete the job.;
- Establish that contractor has engaged adequate manpower to execute the contract / subcontract towards completion dates, and customer requirements;
- Manage contractors & subcontractors, and coordinate with consultants supporting areas of responsibility;
- Handle procurement activities relating to contracts and subcontracts in accordance with Company Procedures and Procurement department activities;
- Review and evaluate technical submittals and shop drawings submitted by contractor and vendors;
- Raising, tracking, and finalizing Technical Queries;
- Daily & weekly reporting to the line manager on the work progress;
- Qualifying contractors’ invoices against actual works performed;
- Scheduling and coordinating with contractors, subcontractors, engineers, and operations to ensure contractor is complying with the schedule;
- Responsible for signing of all Piping and Mechanical Construction check sheets, Akts of Completion and Protocols pertaining to work as per company standards.
- Responsible for issue of all Piping and Mechanical Construction Company free issue material to contractors;
- Responsible for reviewing and approving all Risk Assessments, Method Statements and PTW for ALL disciplines by area of responsibility.

Candidate profile
Qualification requirements:
- Permit to work in Kazakhstan;
- Experience in international O&G companies is no less than 5 years;
- Experience of working in a similar position no less than 5 years;
- Database and operating systems experience with SAP or equivalent;
- Demonstrated experience in personnel management.
