Cadre organisationnel

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This post is located in the Human Resources Section, Corporate Services Division, at the Nairobi Duty Station.

Responsabilités

Within delegated authority, the incumbent will be responsible for supervising the staffing and recruitment unit and report directly to the Chief, Human Resources Officer. The incumbent will carry out the following duties:

1. HUMAN RESOURCES MANAGEMENT
Lead the activities of the Staffing and Recruitment Unit of the HR Section by undertaking the following functions:
•Initiates and coordinates actions covering the entire span of human resource recruitment and staffing activities, e.g., recruitment, placement, promotion, performance appraisal, vacancies, job classification reviews, separation of staff members, training, etc., ensuring consistency in the application of UN rules and procedures.
•Provides expert advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
•Represents the Department/Unit at Departmental Panels and appointment bodies.
•Reviews post incumbency reports for purposes of vacancy management and staffing table control.
•Provides guidance and support to Multilateral Environmental Agreements on diverse HR matters.
•Oversee the HR and administrative functions of the CSD/HR office in Geneva.
•Leads, oversees and coordinates the preparation and implementation of the work program and budget to ensure compatibility with work priorities and objectives, taking into account the most effective use of resources.

2. COORDINATION OF THE UNEP JUNIOR PROFESSIONAL OFFICERS (JPO) PROGRAMME
•Coordinates the JPO Programme including recruitment, fundraising from donors and liaison with offices and divisions in UNEP.
•In collaboration with the Finance Unit prepares reports of funding portfolio and submitting financial reports and statements to donors.
•Liaises with UNON on the recruitment and on-boarding of JPOs, and with UNDESA on the global UN JPO Programme and participating in inter-agency meetings.

3) TALENT MANAGEMENT AND ACQUISTION – UNVs, CONSULTANTS AND INDIVIDUAL CONTRACTORS AND INTERNS,
•Coordinates the UNEP United Nations Volunteers Programme and provides oversight in the recruitment of UNVs by the UNEP offices and Division.
•Oversees the management and recruitment of Consultants and Individual Contractors (CICs), reviews and approves contracts as required.
•Coordinates the Internship programme and in liaison with the UNON reviews the terms and conditions on engagement of interns and ensures the goals of the programme are achieved.

4) BUDGET AND FINANCE:

•Monitors and controls budgetary allocations through regular reviews; drafts routine and ad hoc outputs; and provides effective monitoring reports and data. Identifies deviations from plans and proposes corrective measures.
•Establishes and maintains a set of sound policies, procedures, standards and tools which are consistent with UN policy and practice in order to ensure proper accounting, financial management and control.

5. GENERAL ADMINISTRATION
•Supervises a staff team and/or provide advice to others on human resource administration, financial administration and management information issues and practices to colleagues.
•Produces major/complex reports for management, members states and other stakeholders on diverse HR matters.
•Acts as the HR Focal Point for promoting Multilingualism and for Disability Inclusion Strategy.
•Provides inputs to the HR audits by the Office for Internal Oversight Services (OIOS), Board of Auditors and Joint Inspection Units.

informed of progress or setbacks in projects; Meets timeline for delivery of products or services to client.

Formation

Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area.

Expérience professionnelle

A minimum of seven (7) years of progressively responsible work experience in administration, finance, accounting, human resources management or related field is required.
Experience in the use of an Enterprise Resource Planning (ERP), like Umoja or similar systems is required.
Experience in human resources management is highly desirable.
Practical knowledge of HR recruitment tools such as Inspira is desirable.

Connaissances linguistiques

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.

Appointment against this temporary position is for an initial period of 364 days and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
