Individual Consultancy Services of a Socio-economic Expert towards Support to the AHWS.2 Division of the African Development Bank in Project Completion Reporting

The African Development Bank hereby invites qualified Individual Consultants to indicate their interest in the following Assignment: Support to the AHWS.2 Division of the African Development Bank in Project Completion Reporting.
The services to be provided under the assignment include:
Under the direct supervision and guidance of the Manager of the AHWS.2 Division, the Socio-economic expert will be based in Nairobi and will carry out the following duties:
The consultant’s tasks will include the following:
- Through desk study and field mission (when feasible), gather information and review relevant documents and literature about households, socioeconomic, cultural profile and political characteristics of the project areas. Household surveys will only be conducted for a sample of households in the project areas to be selected based on consultant’s methodology and in consultation with the PCR team.
- Draft the socio-economic profile outline, and key questions for interviews and survey including an identification of key respondents and contributors to the project completion reporting.
- Research for social and economic beneficial or negative impacts as a result of the project implementation and how the project complied with best practices in particular in mitigating unintended negative consequences.
- Review the gender mainstreaming in the projects activities and results obtained and draw any lessons for the Bank and the Borrower.
- Assess the circumstances of the project designs and the results obtained during implementation from a socio-economic perspective and suggest areas of improvement for future operations.
- Identify and assess key socio-economic considerations for enhancing the sustainability of the project outcomes.
- Conduct the cost benefit analysis of the projects, computing the economic rate of return (ERR) at completion and comparing with the ERR at appraisal. Assess the financial sustainability of the project.
- Conduct interviews, meetings, and survey on socio economic situation as well as level of the beneficiaries’ awareness on the performance of the project. The interviews will be conducted mainly with targeted communities, local, provincial authorities (where applicable), NGOs, project implementing and executing agencies, the Borrower and other stakeholders.
- Data analysis of project outputs, outcomes including unanticipated project outcomes, job creation and employment opportunities, and formulate conclusions, draw out lessons and recommendations for future operations, conduct sustainable livelihood assessment in order to identify the potential development for further improving the socio-economic condition in the project areas.
- Validation through joint meetings with the project implementing agency and participate in the preparation of the Mission Aide Memoire.
- Prepare and consolidate all the socio-economic profile for project beneficiaries including communities based on the result of the assessments and existing literature.
- PCRs write-up in accordance with Bank’s standard template and following Bank’s Guidelines for project completion reporting.
.Essential Specialized Skills/Competence
The consultant to be recruited will be a professional of the member countries of the Bank. The consultant must have relevant and significant expertise in social and economic assessment of projects including practical application of socio-economic issues in different contexts that are similar to those found in different parts of East, Southern and West Africa. The following profile is required for the expert:
- At least a Masters in a relevant field e.g. sociology, economics, community development or related field. Background in people-centered approaches to natural resource management and conservation and associated livelihoods is an asset.
- Minimum of 8 years of experience in socio-economic assessments, community development, needs assessment, including sustainable livelihoods related to natural resources and conservation.
- Demonstrated experience developing and delivering high quality socio-economic assessments, including gender analyses, with livelihood assessments associated with meeting protected areas, natural resource management, and/or conservation objectives.
- Demonstrated experience in and excellent skills for stakeholder engagement at the national and community levels, including efficient facilitation during meetings between various stakeholders (government, Non-Governmental Organizations, Community Based Organizations, international community and communal levels).
- Participatory stakeholder engagement and livelihood skills; should also be gender responsive.
- Advanced practical knowledge about participatory approaches management at the national/institutional level and carrying out national and community level socio-economic assessments, ideally in the context of sub Saharan Africa.
- Experience implementing community-based and participatory approaches.
- Previous experience with projects funded by multi-lateral financial institutions is an added plus, but not mandatory.
- Experience in working in similar assignments in Africa, preferably in the public sector, will be considered an asset.
- Knowledge of and preferably also some practical experience of performance monitoring systems used to track performance progress.
- Demonstrated cross-cultural sensitivity, interpersonal skills, and team working skills.
- Computer literacy, excellent report writing skills and ability to produce quality documents.
- Excellent communication skills and ability to communicate fluently in English (written and spoken). Working knowledge of French is an asset.
Deliverables
The consultant will be expected to produce the following deliverables for respective operations:
- Socio-economic profiles outline, survey methodology and questionnaire.
- Socio-economic profile report with recommendations and livelihoods improvement that support sustainable management of water resources.
- Secure photos and audio testimonies of the impact of the interventions
- Input into the Mission Aide Memoire.
- Draft PCR for review by peers and by the country teams.
- Final PCR
A brief monthly report incorporating a daily timesheet will be submitted at the end of each month to the Senior Water and Sanitation Engineer supervising the task.
The AHWS.2 division invites qualified experienced Individual Consultants to indicate their interest in providing the above-described services. Interested eligible individual consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this assignment (CV, documentation, references for similar services, experience in comparable assignments, etc.).
The eligibility criteria, the establishment of a short list and the selection procedure shall be in conformity with the Bank’s Rules and Procedure for the Use of Corporate Consultants. Please, note that interest expressed by a Consultant does not imply any obligation on the part of the Bank to include him/her in the shortlist.
The estimated duration of services expected to start in August 2021 is six (6) months renewable depending on the performance of the consultant, availability of budget and prevailing staffing issues.

Remuneration
The remuneration will be an all-inclusive monthly fee to be negotiated upon contract signature, and in compliance with the Bank’s stablished remuneration scale considering requisite qualifications and experience.

Establishment of the Short List
A shortlist of three to six individual consultants will be established at the end the request of expressions of interest. The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume.
- General qualification and suitability for the task to be performed (30 points)
- Experience in the specific assignment described in the TOR (45 points)
- Experience with international donor agencies (10 points)
- Computer skills and Language capacity (10 points)
- Knowledge of the region (countries) (5 points)
