The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP’s Division of Law works with international and non-governmental organizations, national and local governments, business and industry to develop and implement policies, strategies and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of conventions and international agreements.
This position is located in UNEP, Africa Office, with additional responsibility of monitoring the global financial position of the OzonAction Branch within the Law Division. The Finance & Budget Officer will report to the Head of Programme Delivery and Management Unit within the Law Division and overall to the Chief of OzonAction Branch in Paris.
1. Assist in the preparation of the OzonAction projects:
• Monitor the preparation of project documents and their subsequent revisions, liaising with programme officers. Ensure that proposals are in line with the Multilateral Fund Executive Committee (EXCOM) requirements, including bilateral parties, and in accordance with UNEP format;
• Review legal instruments with implementing partners before administration clearance;
2. Assist in the coordination of project implementation of the OzonAction Programme:
• Act as focal point for all project management related matters within the Compliance Assistance Programme in the Africa Office,
• Liaise with the programme officers, in preparing project documents, submission of projects to the Excom, reports to bilateral parties, liaising with the UNON Budget and Financial Management Service (BFMS) as necessary. He/she will in particular, ensure that sub-allotments to the regional offices are processed and coordinate with programme officers to monitor expenditures.
3. Monitor expenditures on a timely basis, ensuring that they are within the approved budget:
• Liaise with UNON regarding the financial allocations per ExCom approvals, providing reports as requested;
• Coordinate the submission of Approval Sheets and follow up each Excom approval;
• Inform regional coordinators, programme officers and the Chief of OzonAction Branch, on the status of funds available;
• Check UNON project accounts to ensure that expenditures are correctly reflected;
4. Preparation of progress reports to be submitted to the ExCom and bilateral parties:
• Coordinate and check financial reports as well as progress reports submitted by national implementing partners and liaise with regional coordinator.
• Coordinate and check submissions of Project Completion Reports;
5. Budget administration:
• Issues allotments, including redeployment of funds when necessary, ensuring appropriate expenditures.
• Monitors budget implementation and determines/recommends reallocation of funds when necessary.
• Monitors expenditures to ensure that they remain within authorized levels.
• Reviews all requisitions generated by the Umoja system for goods and services to ensure correct objects of expenditure have been charged, ensuring availability of funds.
• Administers and monitors extra-budgetary resources, including review of agreements and cost plans, ensuring compliance with regulations and rules and established policies and procedures.
• Prepares relevant documentation with respect to budget performance submissions.
• Reviews and makes appropriate recommendations with respect to the finalization of budget performance reports, analysing variances between approved budgets and actual expenditures.
• Provides substantive support to intergovernmental and legislative bodies.
6. General:
• Keeps up-to-date on documents/reports/guidelines that have a bearing on matters related to programme, ensuring compliance with intergovernmental recommendations and decisions as well as with United Nations policies and procedures.
• Act as certifying officer, certifying the availability of adequate funds.
• Provide data for the preparation of bids, purchase orders, consult contracts and commercial contracts, as relevant.
• Participate in meetings, assisting in the presenting of financial reports and progress reports to the Excom and donors.
• Performs other related duties, as assigned.

• Client Orientation: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.
Advanced university degree in Management, Economics or Business Administration or a first university degree with a relevant combination of professional and academic qualifications.
A minimum of five (5) years’ professional experience in finance, administration, budget, business administration or related area is required.
Experience in preparing financial reports is required.
Experience working with Enterprise Resource Planning (ERP) systems is desirable.
Experience with the reporting requirements of Multilateral Fund Executive Committee (ExCom ) is desirable.
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
This position is temporarily available for a duration of seven (7) months. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.
