Consultancy to support the revamping and update of the Division of National Malaria Programme (DNMP) Website
Health Policy Plus (HP+) is a USAID-funded seven-year $222 million project awarded to Palladium in August 2015. HP+ has a mandate across global, country, and subnational levels to strengthen and advance health policy priorities in HIV, family planning and reproductive health (FP/RH), and maternal health. It aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to their priorities.
In Kenya, HP+ provides technical assistance to national and county governments, civil society, and the private sector to effectively engage in domestic resource mobilization (DRM), put in place sustainable financing and accountability mechanisms, and make progress toward global, national, and subnational health goals. In addition, HP+ provides programme management support to the DNMP that includes maintenance of their website among other support areas.
Background and context
About the Division of National Malaria Program
The Division of National Malaria Programme (DNMP) is responsible for coordinating the implementation of the Kenya Malaria Strategy. The DNMP is directly under the Department of Strategic Public Health Programmes of the Directorate of Medical Services / Prevention and Promotive Health Services of the Ministry of Health. The programme provides policy and strategic guidance as well as coordination for the implementation and scaling up malaria control and elimination measures.
The Vision of DNMP is “ A Malaria-free Kenya”
The DNMP consists of units that are charged with the responsibility of implementing the strategic objectives outlined in the Kenya Malaria Strategy, namely; (1) Malaria Prevention, (2) Case Management, (3) Malaria elimination, (4) Socio behaviour change, (5) Surveillance, Monitoring & Evaluation and Operational Research (SMEOR), and (6) Program Management and Coordination. Additionally, in driving the Kenya Malaria Strategy, the DNMP works collaboratively with other implementing partners who form the Malaria Health Sector Working Group (MHSWG).
The role of the Division of National Malaria Program
The Division of National Malaria Program has the overall responsibility of planning and coordination of inputs and activities for malaria control at all levels. In addition, it has the following specific roles:
- Provide leadership in defining and disseminating the Kenya Malaria Strategy and set annual milestones for the implementation of the strategy ;
- To coordinate the malaria partnership (Departments and Agencies within MoH; County governments; Development partners; Civil Society Organizations etc) for the overall implementation of malaria interventions at all levels ;
- To develop a critical pool of resource persons at the sub-national level for capacity building in order to facilitate the implementation of the Revised KMS ;
- To provide technical advice for the sub-national level. Information for this task is generated through the various technical working groups (TWGs). The technical working groups are constituted by the Ministry of Health to advise the DNMP and coordinate partners in specific components of the strategy ;
- To identify areas for technical support and solicit the expertise from the malaria partnership and beyond ;
- To participate in research, monitoring and evaluation of malaria activities.
Justification
The DNMP currently has a website www.nmcp.or.ke that was developed in 2014 and remains active to date. Given the advancements of web platforms and the critical role web-presence provides to the programme and the general public, this website requires revamping and upgrading on a regular basis.
HP+ seeks the services of a consultant to develop a comprehensive and responsive website; that communicates the DNMP brand, offers a visible web presence and meets both the informational and functionality needs and resource sharing and information dissemination.
The consultant will be expected to design, develop and maintain the website based on terms that will be discussed at the signing of the contract.
Scope of the Assignment
The scope of work includes two main areas:
Website design and development – in an iterative process involving the DNMP team so as to accommodate any web concept and design changes.
Website maintenance in collaboration with the current host and maintenance team – which would include fixing bugs, resolving downtime issues, undertake content backup and minor updates.
Deliverables
The following are the key deliverables for the assignment:
- Liaise with relevant DNMP team members to understand users’ needs and identify corresponding user interface requirements, workflows, and functionalities.
- Provide technical design and development of the functionalities in an interactive user-friendly web application.
- Develop corresponding user interface components (web templates, style sheets, scripts, images, etc.) as needed.
- Create/adopt a content management system for information publishing and updating to the various content areas such as Home, About us, Malaria control interventions, Resources, News & Events, Gallery, Contacts.
- Integrate the website with key third party apps such as:
-Data visualization and story mapping web applications
-A database and a document management platform to store, manage and track documents uploaded to the website for downloads and easy access
-Incorporate Google analytics, newsletter subscription interface and link to event social media sites etc.
- Develop corresponding user accounts and interfaces for the website administrators.
- Conduct an end user and web-admin training for the various website functionalities.
- Carry out other relevant web-related tasks such as search engine optimization and others agreed upon during the inception meeting.
- Conduct technical maintenance of the website in collaboration with the current host and maintenance team for an initial period of six months i.e. fix bugs, resolve downtime issues, undertake content backup and minor updates.
Duration/Timeframe
Completion of the DNMP website is expected to take 40 working days from the date of contract signing.
The consultant is expected to produce all deliverables inclusive of several rounds of feedback (to the extent that it is needed) to refine the website and ensure that it is ready by the agreed-upon date.
The consultant will also be required to be on standby for an initial period of six months for technical maintenance of the site including fix bugs, resolve downtime issues, undertake content backup and minor updates.
Deliverables
- Draft plan of website components (interface and management) to be incorporated and approved by head of DNMP.
2. Demo of website with components incorporated and approved by head of DNMP.
3. Report on feedback provided and changes made and approved by head of DNMP
4. Presentation to DNMP SBC COE for validation. Validation report approved by head of DNMP.
5. An operational revamped/updated DNMP Website and approved by head of DNMP
Reporting Requirements
Given the level of consultancy, supervision will be undertaken by DNMP with oversight and approvals provided by HP+ upon approval by DNMP.
Period of Performance
The period of performance will be August – October 2021.
Required Qualifications:
Education and Work Experience (25%)
- Candidates should demonstrate their qualifications and proven experience in the web design and technical implementation of user interfaces in a web-based environment ;
- Candidates should provide a portfolio containing examples of their achievements.
Technical Skills and Expertise (60%)
- Understanding of the concepts of user experience, user interface design principles and conceptual design ;
- Experience developing interactive websites that allow for user-‐engagement and online event management platforms ;
- Expert knowledge in multiple CMS platforms, HTML, CSS and JavaScript ;
- Basic Knowledge of industry-standard design tools such as Adobe Photoshop, Illustrator and Dreamweaver ;
- Knowledge of standard/open-source Content Management System, particularly with respect to page template design, will be considered an asset ;
- Knowledge of web optimization and security tools.
