The Monitoring Lead will lead and deliver monitoring activities for the abovementioned programmes, lead and oversee context monitoring, and support identification and management of operational learning. Responsibilities will include: 

  • Develop and oversee monitoring workplans throughout the programme’s operation; 
  • Develop and oversee monitoring protocols, processes, and input into SPPMEL data ethics, protection, and management manuals; 
  • Implement accountability mechanisms at field level, e.g. complaints and feedback response mechanisms –assessment, design, implementation, and review; 
  • Manage field coordinators, provide timely management of enumerators,  and ensure quality data is collected; 
  • Manage remote monitoring activities, ensuring timely collection of data and alignment with other monitoring engagements; 
  • Work with the team leader to liaise with programmes being monitored and ensure timely notification for stakeholders prior to monitoring engagements; 
  • Ensure monitoring activities adhere to and follow data security and ethics protocols; 
  • Support analysis of monitoring data and support in developing analytical reports and products, and support client briefings on monitoring findings; 
  • Ensure all monitoring data is cleaned and safely stored in information management platforms; 
  • Provide capacity building and support to field coordinators and monitors on an as-needed basis; 
  • Implement activities to raise awareness of prevention of sexual exploitation and abuse and handling of serious complaints in line with applicable FCDO’s policies. 

Qualifications: 

The qualifications for the Monitoring Lead include: 

  • At least 8 years’ experience leading and overseeing third or second party monitoring programmes. 
  • Experience designing and managing mixed methods and large-scale field data collection, including in person and remote quantitative surveys, qualitative interviews and focus groups. 
  • Experience in designing and managing remote monitoring mechanisms, including working with and managing remote monitoring teams. 
  • Experience interpreting results frameworks and LogFrames for FCDO programming. 
  • Demonstrable experience in managing large networks of enumerators across challenging geographies.  
  • Experience working with donor government departments or multilateral donors, FCDO desirable. 
  • Proven experience with or understanding of theory-driven evaluation approaches.  
  • Experience with aligning data to information management systems and software structures, familiarity with data visualisation tools (such as PowerBI, Tableau, Google Data Studio, etc.) is desirable but not essential;  
  • Qualitative and quantitative data interpretation skills and ability to condense, refine, and tailor large amounts of qualitative and quantitative data for external audiences; 
  • Experience of working in Somalia preferred;
  • Previous experience living or working in fragile and conflict affected states an advantage.
