Project Overview and Role:

Palladium is seeking expressions of interest (EOI) from candidates who would be interested in joining us, on either long-term or short-term basis, to deliver an anticipated new education investment in Kiribati. The program objective is centred around improving student learning in basic education and sectoral system strengthening, in line with the priorities of the Kiribati Ministry of Education Sector Strategic Plan (ESSP) 2020-2023 and Australia’s policy in the education sector.

We are looking to build a leadership team with a balance of expertise and experience in Leadership, Improving Educational Outcomes at the Basic Education level, Education Systems Strengthening, Planning and Management, Education Sector Infrastructure, Operational Research, Monitoring, Evaluation, Research and Learning (MERL), Community Engagement in the Education Sector, Human Resources for Education, and Gender and Social Inclusion in Education.

Desired candidates will have some experience living and/or working in the Pacific and will be able to adjust to remote living and working arrangements.

Required Qualifications:

  • Experience working with government education systems at national and provincial levels to improve education outcomes at the basic education level and in low-resource and remote setting – preferably in the Pacific;
  • Strategic leadership and people management skills allied with an ability to oversee implementation in practice;
  • An ability to broker productive partnerships and coalitions amongst diverse actors from public, private and third-party sectors;
  • Demonstrated ability to strengthen education sector policies and systems, including advising on, and implementing sector reforms;
  • Demonstrable practical experience of adaptive management in education programming and implementation, including strengths in developing and implementing robust MERL systems;
  • A demonstrated ability to think and work politically;
  • Excellent writing, speaking and oral communication skills in English; and
  • Qualifications in education or relevant focus areas.

Desired Qualifications:

  • Experience managing or providing senior-level advice to Education sector programs, with particular focus at the basic education level;
  • Experience working on international donor-funded projects, such as DFAT, DfID, USAID;
  • Strong understanding of delivering sustainable education sector infrastructure;
  • Strong understanding of Gender and Social Inclusion in Education programming; and
  • Experience working in nominated education focus areas in low-resource and remote contexts.
