Descriptions

You will be responsible for coordinating the formulation, planning, monitoring and reporting on the results set out in the country programme, in collaboration with the various programmes and functions in the office. Further responsibilities include quality assurance and risk management of donor reports and budget/contribution management, as well as the implementing programme partnership agenda, through the performance of the following main tasks:

  • Provides support to Programmes and leads in preparation, review and analysis of strategic programme planning documentation and processes, including the overall Country Programme planning, Country Programme mid-term reviews / strategic moments of reflection and end year reflections.
  • Drawing on monitoring and analysis of key programme performance indicators, provide inputs to management reports and contribute to UNICEF’s preparation for and participation in the United Nations Sustainable Development Framework (UNSDCF) planning, reviews and reporting processes.
  • Responsible for the coordination of end-year reporting (e.g. corporate RAM, CSIs, Summary Narrative) and budget closure requirements.
  • Coordinates and guides the preparation and quality assurance processes of results-based, equitable and rolling work plans for the country programme.
  • Identifies capacity building requirements and systematically explore opportunities for strengthening Rights and Results-Based Management (RRBM) skills.
  • Oversees, provides guidance and technical support, and supervises staff responsible for establishing programme monitoring and reporting mechanisms, including DCT monitoring. Oversees and provides technical guidance on setting up programme monitoring and reporting systems/tools using digital platforms.
  • Coordinate the country programme Key Performance Indicator status reporting required for UNICEF Lao PDR Country Management Team, including budget reviews, programme analysis, and year-end corporate reports.
  • Oversees the development and strengthening of existing reporting systems and other corporate reports;
  • Supervises the management and quality assurance of all donor reports and contribution management related items, ensures completeness and quality of annual, donor and other programme reporting requirements and development of related to the Country Office policies, procedures and systems.
  • Oversees, provides guidance, and supervises staff responsible for fund and grants management with increasing focused on results-based budgeting and spending and monitoring of spending against results.  It includes regular interaction with section chiefs on various aspects of funds management.

Qualifications

  • An advanced university degree (Master’s or higher) in social sciences, statistics, planning development, planning, or another relevant technical field. A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • Five years of progressively responsible professional work experience at the national and international levels in programme management, planning, monitoring and evaluation.
  • Practical experience in monitoring large programmes will be an asset.
  • Relevant experience in program/project monitoring and evaluation in a UN system agency or organization is an asset.
  • Experience in both a development and emergency setting an advantage.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
