The role
We are currently looking for MEAL and Report Writing Specialist based in Vientiane Capital (re advertised)
Role Purpose
The MEAL and Report Writing Specialist will provide high quality technical input for the design and implementation of the Education Programme Baseline, Midline and Endline, other programme studies and the development and operationalization of project MEAL plan and tools. The MEAL and Report writing Specialist will write the Quarterly, Interim and Annual Education Programme Reports in close collaboration and MEAL coordination with the other project technical Specialists, Education Programme project staff and government partners in all SCI Education Programme target provinces to ensure timely quality data collection, data storage, data analysis and high quality reports to donors and regular sharing of MEAL data with relevant project stakeholders. The MEAL and Report Writing Specialist will provide regular mentoring support to Education MEAL officers in the target provinces and identify additional opportunities for their capacity building as required. The MEAL and Report Writing Specialist will work in close collaboration with the Head of Education Sector, Education Programme Managers and is a member of the Education Management Unit.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly
Key area of accountability
- Ensure they fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.
- Conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.
MEAL and Report Writing Technical Leadership:
- Provide input into the design and planning of Education Programme baseline, Midline and Endline and other project research studies;
- Lead on the education MEAL plan implementation and review, data collection tools;
- Track on the progress on data collection in all education project sites and conduct random data quality checks;
- Provide technical support to education MEAL officers at the provincial level for data analysis and data presentation;
- Write the quality project quarterly/interim/annual reports to donors in close cooperation with head of the education sectors;
- In close coordination with project managers to write the MOUs report to the Government partners;
- Provide the technical support to education MEAL officers and managers at the provincial level for report writing skills;
- Work in close collaboration with provincial and district government MEAL counterparts
- Ensure that project data analysis, results and lessons learnt are shared regularly with key stakeholders at local and national level
- Review and provide input for presentation of MEAL results in project reports and during coordination meetings
- Facilitate the development, review and use of Quality Benchmarks for 1-2 key activities per thematic area
- Coordinate the collection and follow-up to feedback received from beneficiaries and government counterparts of the project sites.
- Facilitate the generation and use of lessons learnt.
Operation Support:
- Implement and review MEAL plan orientation workshops for MEAL officers and Education programme staff;
- Provide regular technical support to MEAL officers in all Education project sites to ensure quality operationalization of the MEAL plan and reports;
- Support the Education Project Managers and staff for monitoring the quality of implementation of research activities
- Support Education MEAL officers for planning and implementing MEAL training events and provision of on-site mentoring to Education project staff and government partners
- Assist MEAL officers and district project officers for checking data quality, compiling and analysing project data;
- Participate in project meetings and provide updates on MEAL
- Support government partners and education district officers for documentation of project learning, development of case studies and sharing of project experience with stakeholders
- Inform the head of education sector and Education Project Managers of any new issues concerning emergencies or difficult situations in the implementation or evaluation of all project activities.
- Ensures the appropriate application of child rights programming principles into the implementation of activities
Relationship
- Establish and maintain excellent working relationships and coordination with the other education projects and, the country MEAL managers and the MEAL Specialist at Save the Children Laos and Save the Children in the member countries.
- Establishes and maintains excellent working relationships with all SCI Lao staff members.
- Establishes and maintains positive working relationships with other institutions involved in the projects. This should include regular contract with GoL partners and Civil Society Organizations (CSOs) – as per Partnership agreement and MoU to ensure they are fully and appropriately involved in the projects.
- Establishes local procedures in order to liaise effectively with local government partners in terms of planning, implementing, reporting, of MEAL plan progress and project results
- Develops, maintains and strengthens relations with other agencies working in the same geographic or technical areas.
- Actively works in coordination with other staff-members as deemed necessary for performing his/her duties and for the general development of the SCI Laos offices.
- Holds self- accountable for making decisions, managing resources efficiently, achieving and role modelling Save the Children values
- Holds the team and partners accountable to deliver on their responsibilities – giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance and applying appropriate consequences when results are not achieved

- Perform other tasks and duties that directly relate to his/her function as assigned by the line and dott line managers
Qualifications
- Post graduate degree in statistics, education management, teacher education or related discipline preferred
Experience and Skills
- 5 years of progressively responsible professional experience or 3 years’ previous experience in an INGO and CSOs or relevant development business;
- Demonstrated experience in the development and implementation of MEAL plans
- Demonstrated experience in data analysis and report writing
- Capacity building experience
- Good written and spoken English skills;
- IT skills in major applications like MS Office, Epi Info or other data analysis software, Internet, etc.
- A history of working with Government partners;
- International local residence and Lao national with English proficiency is highly recommended to apply
