The role

We are currently looking for Programme Manager Education based in Vientiane Capital

 

Role Purpose

The Programme Manager Education is responsible for overall management of LEAPS II and BEAQUAL project to achieve the project results committed to the donor which include effective planning, ensuring quality and timely implementation of the activities through the Field team with government partner. This includes day to day communication and support to the field team, ensure effective utilization of resources both financial and HR, budget preparation, revision and expenditure tracking, support and ensure all necessary plans and systems are in place and functional, timely and quality reporting, identify capacity building needs, organize CB initiatives. 

S/he is also responsible for regular review of all filed projects, further development of project activities, monitor activities, provide upward and downward feedback, initiates and organises research and evaluation, collaborate with other sector/projects as necessary, work together with the Area Manager for SC profile building at the Province and District levels, contribute in new project development, and other CO priority plans and support Head of Education for keeping  Education KPI and national level communications. The Program Manager works in close collaboration with Head of Education Sector to deliver results.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Key area of accountability

Ensure they and their team fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.

Conduct themselves and ensure their team conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.

That child safeguarding is integrated and given a “voice” in all management processes including recruitment, induction, performance management, team meetings, annual planning processes, field level monitoring, etc.

TECHNICAL

A.   Strategic Direction, Planning and Program Development

A1.  Contribute in CO strategic priorities

A2.  Support the review and update of the education programme strategy in line with the changing needs of children and Save the Children’s global objectives and approaches

A3.  Jointly develop an overall Education Program development plan in collaboration with the Senior Technical Advisor. 

A4.  Prepare/support in preparing Program Operation Plan, work plan, monthly plans.

A5.  Support in developing program approaches and in new program development

A6.  Acquire special attention to the issues of vulnerable & marginalized children’s education.

A7.  Provide technical guidance to programme staff in implementation of SC education programme activities, in line with agreed programme objectives and outcomes

 

B.    Implementation and budget management

B1.  Provide technical and managerial support to the field, directly to the Area Manager for smooth implementation of the activities

B2.  Prepare/review budget in accordance to the POP/DIP/activity plan time to time and track the expenditure and ensure compliance.

B3.  Ensure effective systems and mechanisms (as per donor SC compliance) are in place and followed properly for best use of financial resources for creating committed results.

B4.  Support and ensue all activities implemented timely with quality;

B5.  Work closely with Finance and Awards to ensure budget, SOF leader, financial reporting, and donor compliance.

B6.  Ensure support and tools are in place to best use of staff time for project results

B7.  Ensure preparation and translation of key project operational documents e.g. project operation manuals, project brochures, program folders.

 

C.   Human Resources Management

C1. Develops and updates job descriptions which clearly define the roles and responsibilities of the        staff under his/her supervision.

C2. Support HR in Education recruitments in cooperation with the Head of Education.

C3. Ensures that staffs clearly understand their roles and responsibilities on the basis of their job descriptions, monitor staff performance and provide constructive feedback to staff in line with SCI Policy.

C4. Works with staffs to prepare annual/quarterly/monthly work plans and development plans based on their roles.

C5. Ensures that staff are trained to SCI policies, procedures and guidelines such as: Child Safeguarding, anti-Fraud, procurement, safety security.

C6. Conducts twice-yearly participatory appraisals to assess performance and development of staffs under his/her supervision.

C7. Support in preparation of capacity inventory and development needs and organise CB initiatives for education team

 

D.   Monitoring, Research, Evaluation and Reporting

D1. Monitor program activities regularly and provide feedback upward and downward for decision making.

D2. Support field to ensure timely and quality program narrative reports and other reports and ensure all reports are delivered in time with quality to the next level as per reporting plan.

D3. Assist in setting up MIS and monitoring system and organize internal and external evaluations as planned;

D4. Coordinate with MEAL Manager for appropriate support and sharing.

D5. Help guide researchers conducting studies built in the project and ensure dissemination at appropriate levels

   

E.    Liaison/external relations

E1.  Keep liaison with relevant NGOs, GOL officials and education-related organizations for effective program implementation and enhancing quality as required

E2.  Disseminate new information, lessons learnt, government’s new policies and programs etc to the appropriate forums when needed;

E3.  Support in organizing advocacy and dissemination events to increase education profile

E4.  Ensure project MOU’s/revisions are prepared and approved in time.

E5.  Ready to work to respond to any natural disaster or emergency situation anywhere in Laos.

E6.  Any other tasks related to organizational priority or for project impact approved

Qualifications

  •  Academic: Masters degree in Education, Development studies, or any other relevant field
  •  Additional professional certificates: Advance degree/diploma in Education and/or project management will have value addition. 

Experience and Skills

  •  Working Experience: At least 3 (three) years of Education experience and at least 5 years proven Education Project management experience in Laos or similar settings; Working experience in INGOs and with GOL will be preferred.
  •  Job related knowledge:  Knowledge of the Lao education system, primary education curriculum-materials and teacher training, quality imperatives in relation to Basic education in Laos.
  •  Excellent skills on Project Management including budget management and technical guidance
  •  Good in curriculum and materials development
  •  Good skills on teacher and staff capacity building
  •  Excellent inter-personal communication skills
  •  Excellent in team work and networking
  •  Good in documentation and report writing
