Recruitment of a Technical Specialist for Community Health – (2000033E) in Vientiane
The role
We are currently looking for Technical Specialist for Community Health based in Vientiane
Role Purpose
The Technical Specialist for Community Health will work under the direction of the Chief of Party to implement and manage health and nutrition components of the project at the provincial and district levels. S/he will provide overall technical leadership to the project in the areas of health and nutrition capacity strengthening for local health care providers and will work closely with the program staff based at the district and provincial level to ensure that activities are implemented on time and with quality.
The Specialist will support the USAID Nurture project to improve health and nutrition services and build capacity of health managers to improve and monitor quality and accessibility of priority health and nutrition services, namely ANC and Well Child care. The Specialist will also manage Alive and Thrive Center of Breastfeeding Excellence activities in the local project area, including arranging training and supporting local health managers to monitor their progress on targets.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
KEY AREA OF ACCOUNTABILITY
Ensure they fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.
Conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.
USAID Nurture
- In collaboration with the Chief of Party (COP), oversee the implementation of USAID Nurture’s nutrition services strengthening component
- Build capacity of government and project field staff including the co-facilitation of training workshops, supportive supervision and mentoring and coaching.
- Contribute to the development of job aids and manage any sub-contractors used in their production.
- Engage with technical stakeholders at the national and country level on community health and capacity building matters.
- Contribute to the development of USAID Nurture work plans and budgets and support their implementation and management, ensuring the project’s administrative integrity and technical soundness
- Contribute to the development of timely, accurate and appropriate reporting of USAID Nurture project activities and results to the Chief of Party, including progress and annual reports
- Closely monitor the quality and progress of field-based activities, identify challenges and develop sustainable solutions with guidance from the Chief of Party and other program staff
Alive & Thrive
- In coordination with A&T project team, conduct capacity building activities for district hospital staff on service protocols, facility standards and accreditation systems in support of breastfeeding friendly health systems.
- Contribute to implementation of recognition program for health facilities in the project area with guidance from Head of H&N/A&T Manager
- Prepare inputs to deliverables for Alive and Thrive activities, especially activity reports.
Operations
- Closely monitor the quality and progress of field-based activities, identify challenges and suggest appropriate and sustainable solutions to the COP and other program staff
- Monitor budget planning and appropriate spending as required for successful implementation of Alive and Thrive activities.
- Maintain productive and consistent communication with program and technical staff.
Qualifications
- Degree public health or a clinical qualification or degree in a related field required.
- Nursing or Midwifery degree and/or Master’s Degree in public health, health administration, or related field preferred.
Experience and Skills
- Minimum of five years of mid-level experience in health or related sector
- Experience in implementing public health programs,
- Demonstrated experience collaborating with government and local partners to implement program activities
- Fluency in Lao is required
- Excellent interpersonal, writing and oral presentation skills
- Strong decision-making skills
- Fluency in English language skills desired
- Ability to travel in country, as needed
Contract length: fixed term (up to Sep 2021)
