Project manager
Maseru district
Purpose of the position :
The Project Manager (PM) will provide overall leadership, management, mentorship, capacity building and technical expertise across all the project, lead coordination, and directly supervise two project officers based in the field with shared supervisory to all the project staff. The PM will provide support to selected communities to build the disaster management and risk reduction capabilities. The PM will be responsible for the project meeting donor deliverables, targets and timelines. Based in Maseru with required travel to field operations.
Major responsibilities :
1. Providing leadership across project
- Provide leadership and management support, coordination, and technical expertise to the implementation of high quality DRR activities ;
- Provide technical oversight and capacity building community leaders in supported sites to assure adequate understanding and capabilities of targeted beneficiaries in DRR.
2.Maintain working relationships with stakeholders :
- Play key role in establishing and maintaining good working relationships with the local, district and national stakeholders ;
- Liaise with DMA officials in supported districts ;
- Working with Red Cross and other partners for advocacy activities ;
- Provide timely information for donor requests.
3. Lead / support capacity building of communities on CVA
- Lead and participate in CVA training, coaching and mentorship of community leaders at supported sites ;
- Lead coordination of and participate in training, coaching and mentorship of institutional bodies for advocacy and CVA.
4. Support monitoring and evaluation to ensure targets are met : Assist in monitoring and evaluation of project activities to ensure targets are met, and outcomes realized.
5. Provide management / oversight DRR in schools activities : Lead coordination with field staff to roll-out school based activities, such as DRR clubs.
6. Manage reports and ensure donor deliverables are met : Ensure timely preparation of work plans, budget requests and technical project performance reports and participate in the weekly and monthly project performance review meetings.
7. Submit timely project reports to the WVL Grants and Acquisition Manager.
8.Supervision and coaching of staff :
Directly supervise two Project Officers at the district level and provide mentorship and support.
Lead coordination of staff across the entire project.
Conduct routine performance review at program level with the aim of identifying performance gaps and best practices for the supported communities and health facilities.
Knowledge management :
- Apply basic programme management approaches (develop work plans, monitor, execute and report on work plans) ;
- Facilitate learning from monitoring and evaluation processes ;
- Facilitate proper management of knowledge through WV and donor systems.
Knowledge, skills and abilities :
- Knowledge of ECHO Program and reporting requirements including familiarity with the data collection and reporting tools used by DMA, direct experience implementing ECHO programming is highly preferred ;
- Demonstrated understanding of and respect for diverse churches and Christian organizations, direct experience working with communities of faith is preferred ;
- Experience in establishing and sustaining working relationships with the DMA ;
- Experience with disaster risk reduction and humanitarian response practices ;
- At least three years of management experience ;
- Demonstrated experience in organizing and facilitating training, mentorship and capacity building of communities and community leaders ;
- Fluency in Sesotho and English are required ;
- Proficiency in computer basic skills- MS Office; Internet; Basic data analysis skills ;
- Self- managed, self-driven, results oriented individual with excellent communication, interpersonal, report writing and analytical skills ;
- Dedicated team player with ability and experience to work in a multidisciplinary team ;
Profil :
Minimum education, training and experience requirements to qualify for the position :
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training :
- Strong understanding of Disaster Management and Risk Reduction practices and European Union funding protocols. Supervisory experience required ;
- List additional work experience required as a minimum qualification for this position ;
- At least a Bachelors level degree with 5-8 years of experience in donor funded programming; direct experience managing ECHO programs is highly preferred.
