Role purpose:
The Human Resources and Administrative Officer is responsible for performing human resources and administration activities in Beirut Field Office in line with Save the Children’s policies and procedures including recruitment, contract management, data management, HR operations and HR management system.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Key areas of accountability:
Human Resources – Recruitment
- Carry out the recruitment process of staff and volunteers;
- Conduct appropriate induction for new joiners;
- Ensure recruitment and selection process respect the minimum standards of safe recruitment of Save the Children International;
- Ensure new joiner complete all mandatory trainings;
- Ensure monitoring the implementation of performance review system.
Human Resources – Operations
- Ensure attendance and time management tools are used and reporting is efficient and accurate;
- Conduct exit interviews ;
- Provide support to the talent review process;
- Ensure contracts prepared are accurate;
- Monitor staff leaves on a monthly basis between Effort Reporting, Oracle, and Physical timesheet (especially Time off in Lieu, Sick and Special leaves);
- Conduct the Annual Leave Reconciliation exercise on a monthly basis,
- Ensure new joiners receive their insurance cards on time;
- Follow up on staff claims and reimbursements;
- Follow up on NSSF related issues;
- Assist in the audit requests;
- Ensure that copies of all HR related letters and papers are sent to respective persons on time Ensure all staff records are accurately maintained and updated as necessary (both in soft and hard copies);
- Ensure that the files of the new joiners are complete by the start date and follow up on missing documents.
HR Support
- Ensure legal compliance and SCI minimum standards in all HR processes;
- Follow up on employee relations issues;
- Ensure all HR policies and procedures are respected and explained to all staff;
- Support during emergencies by responding faster to HR needs and deploy with the required set of skills as fast as possible;
- Make use of all available policies, practices, checklists and guidelines;
- Ensure that all staff have a copy of the employee handbook and HR manual and understand all sections properly;
- Maintain confidentiality of all sensitive HR information at all times;

Administration
- Ensure operation of office equipment by completing maintenance requirements and/or calling for repairs;
- Handle petty cash and prepare payment request (office utilities and maintenance/ cleaners);
- Ensure staff have the needed tools to perform their job, including access to communication;
- Ensure that staff have a well-equipped, hygienic and comfortable office environment so staff can work effectively and efficiently.
Partners capacity building
- Provide technical HR and Admin support to local partners and participate in non-thematic capacity building activities, in coordination with the programme team and as requested by HR Director.
Qualifications:
- Bachelor degree in Human Resources Management, Business Administration or related field;
- Written and spoken fluency in English and Arabic.
Experience and skills:
- 2 to 3 years’ experience in Human Resources function, preferably in the NGO sector;
- Good Knowledge with labor law and National Social Security;
- Ability in using Microsoft Office, mainly excel, word, PowerPoint and Visio;
- Strong acumen in establishing positive working relationships with staff;
- Proven sense of professional discretion and ability to keep confidentiality;
- Good understanding of Human Resources administration related issues;
- Excellent interpersonal, communication and time management skills ;
- Commitment to Save the Children values.
