Context :

The Consortium Manager as head of the Consortium Management Team (CMT) provides overall representation , implementation management of the LPC – Emergency Response Facility (and operational coordination of the two consortium partners (ACF and NRC) acting as liaison between the Steering Committee and the implementing organizations. While not directly managing implementing program staff, the Consortium Manager is responsible for coordination of approaches for impactful and efficient programmes. The Consortium Manager has direct line management of the Information Manager for the Consortium.

Objective 1: technical and strategic programmatic coordination

  • Act as an advisor to partners to address operational and technical programmatic issues and provide neutral facilitation to solve potential technical issues between partners
  • Ensure a good flow of information and efficient communication between partners.
  • Lead  partners to address technical issues and facilitate the solution of technical issues as well as ensuring a functional flow of information;
  • Lead the coordination between  partners on a day-to day- basis as well as convene and provide reporting and attend part of the steering committee  and board meetings on a regular basis and additional ad hoc meetings as required;
  • In collaboration with relevant focal points of respective partner agencies (ACF and NRC) coordinate the strategic development of the project, utilizing the various teams that are outlined within the Governance structure;
  • Responsible for chairing and facilitating the relevant working groups
  • Oversee and directly manage the Consortium Information Manager
  • Ensure that the desired harmonization of tools, SOPs and etc. within the consortium and potentially with other stakeholders occurs in a timely and efficient manner

Objective 2: quality and development

  • Further develop and improve the project to respond to needs of beneficiaries;
  • Manage the monitoring and evaluation of the project and provide feedback to the consortium and suggest with other consortium partners programmatic changes in response to results of monitoring and evaluation;
  • Ensure proper risk mapping of consortium activities and, with the other consortium partners develop and implement mitigation measures;
  • Lead the consortium’s ongoing risk analysis and related adaptations of its response strategy and modalities

Objective 3: external representation and stakeholders engagement

  • In coordination with the organizational Consortium Focal Points and Steering Committee, represent the Consortium on technical issues with relevant humanitarian/crisis response mechanisms, events and fora, as well as in the humanitarian/ crisis response community ; however individual agency retains their representational capacity ;
  • Coordinate the activities of Partners to provide integrated conflict sensitive response at field level;
  • Ensure regular coordination of project partners within the broader humanitarian coordination structure ;
  • In coordination with CDs, ensure adequate institutional representation with donors and relevant stakeholders and to analyze potential new funding prospects; however individual agency retains their representational capacity ;
  • Arrange and facilitate donors and key stakeholders visits to the field with different partners staff and under overall supervision of Steering Committee.

Objective 4: consortium steering committee engagement

  • Report to the Steering Committee in a proper and timely manner on all relevant matters as per the ToR;
  • Attend the Steering Committee meetings on a regular and ad hoc basis . During those meetings, he/she will report on:
    1. Implementation progress of the signed agreements;
    2. Technical issues faced and suggested solutions to overcome them;
    3. Overall program development prospects;
    4. Updates on representation and other external relevant matters

Objective 5: grant management, reporting and miscellaneous

  • The Consortium Manager will be required to prepare, submit and manage grant proposals and reporting processes ;
  • Ensure all grant files are up to date and copies are also kept for proper archiving according to Action Against Hunger minimum standards and donor regulations. This includes also adequate risk mapping, including financial risks and to advice on mitigation measures ;
  • The Consortium Manager has a direct managerial reporting line to ACF Country Director and functional one to ACF Emergency Coordinator. The Consortium Manager has a technical reporting line and for his/her work  is accountable to the Steering Committee. Steering Committee members will participate in the general verbal appraisal at the end of deployment and performance feedback SC members will be provided according to the Letter of Understanding signed by the partners ;
  • Duties that are inherent to the position and requested according to missions’ needs and context ;
  • Review, update and edit documents produced for the partnership project by the team.

Objective 6 : support humanitarian activies of action against hunger

  • Support the emergency interventions of the organization as per the employee’s abilities ;
  • Support any activity that helps reaching our humanitarian goals, as per the employee’s abilities ;
  • Promote gender equality within the humanitarian and/or development work.

Do you meet the profile required criteria?

Training:

  • Preferably a master’s degree in international development, project management, social work or other relevant field from a recognized institution; studies related to conflict resolution and do no harm would be of particular interest. Leadership training ;
  • CALP

Technical specific knowledge:

  • Familiarity with Lebanon specifically and the Middle East in general is an advantage ;
  • Experience in Humanitarian and Emergency programming ;
  • Familiarity with the humanitarian coordination system (HPC, Clusters/Sectors) required ;
  • Project Cycle Management ;
  • Knowledge of protection programming is an asset ;
  • Report and proposal writing ;
  • Experience within ACFIN is an asset.

Previous experience (years):

  • Desired background: experience in public relations, 5 years relevant experience in humanitarian context/protracted crisis ;
  • Experience managing large scale humanitarian operation with complex programming ;
  • Liaison experience on the humanitarian sector (UN, INGOs, Donors, Diplomats) ;
  • Familiarity with donors regulation and management procedures (e.g. ECHO).

Humanitarian sector knowledge:

  • Desired background: experience in coordination, 5 years relevant experience in humanitarian context/protracted crisis ;
  • Experience managing large scale humanitarian operation with complex programming ;
  • Liaison experience on the humanitarian sector (UN, INGOs, Donors, Diplomats).

Organization knowledge:

  • Background studies: International Relations, Political Science or any related fields ;
  • Strong staff management skills ;
  • Ability to train and mentor staff is a significant asset ;
  • Solid networking and representational skills ;
  • Strong analytical skills and strategic thinking capacity ;
  • Excellent reporting writing skills, both for language and content.

Languages:

Proficiency in written and spoken English, Arabic is a plus

IT systems:

Fully proficient in MS-Office, Outlook and Skype

Mobility (national/ international)

Ability to travel and stay overnight (nation-wide)
