Role Purpose
The Livelihoods Programme Manager will be responsible to design and plan appropriate Livelihoods programmes and activities, ensure quality management of programs, monitor the partners and projects’ implementation and ensure adequate coordination and communication. Plan International’s Livelihoods portfolio mainly focuses on gender-transformative Skills Building and Youth Economic Empowerment (SOYEE).
Dimensions of the Role
Under the guidance and direct supervision of the Programme Director, the Livelihoods Programme Manager will ensure quality management of Plan International’s livelihoods and youth economic empowerment programme in Lebanon, working closely with M&E, Finance, Operations, HR and other Programs colleagues. He/she will also supervise a number of staff in Beirut and/or other field areas.
Accountabilities
- Define objectives and key outcomes of Plan International’s overall Livelihoods and SOYEE response in Lebanon in line with national strategies.
- Develop an evidence-based Livelihoods and SOYEE programme plan including programmatic, research and advocacy priorities, closely linked to other sector programmes.
- Support in designing assessments and baseline studies in target areas; determine priorities and immediate activities and required resources.
- Ensure programmes are in line with Plan International’s global SOYEE Strategy and Framework, and include gender-transformative and conflict-sensitive approaches.
- Support in drafting, reviewing and submitting concept notes, proposals and reports in close coordination with other Programme Managers and relevant National Offices (fundraising offices in the Plan International Federation).
- Ensure appropriate linkages for Plan’s programmes with the Food Security and Basic Assistance sectors.
Quality Management and Implementation:
- Oversee implementation of Livelihoods and SOYEE programs, management of budgets, and reporting in accordance with Plan and donor regulations.
- Work closely with Plan International Lebanon’s teams and partners to ensure that activities are implemented in a coordinated and phased manner, in accordance with Plan International’s SOYEE approach, best practices and policy.
- Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.
- Provide technical guidance and direction including ongoing training, coaching and mentoring to Plan International Lebanon’s and partners’ staff members on Livelihoods and SOYEE relevant topics to ensure quality programming in compliance with Plan International’s standards and policies.
- Coordinate closely with partner organisations’ teams to improve the quality of Livelihoods and SOYEE programmes and activities.
- Ensure that ethical and sound data collection and information management systems are in place for appropriate analysis, planning, evaluation, and advocacy;
- Ensure that SOYEE monitoring and evaluation systems are developed and implemented in all programs to ensure quality and inform ongoing programme design.
- Support technical discussions relating to Food Security and Cash Assistance activities as needed.
Coordination and Communication
- Provide updates and reports on Livelihoods and Youth Economic Empowerment context, activities and strategies to Plan International’s management team, Global Hub, relevant National Offices and donors.
- Regularly liaise and coordinate with other Programme Managers (CP, GBV, SRHR, Education) to ensure that responses are comprehensive.
- Regularly liaise and coordinate with Plan International’s partner organisations on Livelihoods and Youth Economic Empowerment programmes.
- Build and maintain relationships with relevant ministries (incl. Ministry of Social Affairs, Ministry of Labour, Ministry of Education, etc.), UN organizations (UNICEF, UNHCR, ILO, etc.), INGOs and national NGOs.
- Participate in the Livelihoods Working Group, Basic Assistance Working Group, Food Security Working Group and other relevant coordination entities.
- Attend regular calls, meetings, etc. as required by Plan International.
- Act as the organisation’s focal point in Bekaa when needed.
Human Resources
- Coordinate and/or implement training and briefing for Plan International staff, partners, and other key stakeholders on livelihoods, youth economic empowerment and/or related issues.
- Identify the staffing needs for the Livelihoods response and support the recruitment process for these staff.
- Manage a team in Beirut and/or Bekaa and other areas.
Success Metrics: No violations of the corporate standards and policies.
- Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
- Complies with corporate policies and standards: Safeguarding Children and Young People Policy, IT Policy, Anti –Fraud and Corruption Policy, Confidentiality Policy, Code of Conduct, Whistle Blowing, HR Policies and Procedures.
- Ensures commitment to Plan’s position on promoting girls’ rights and gender equality, and integrating this into all aspects of work.
Knowledge, Skills, and Behaviours
Demonstrable knowledge and understanding of:
- The socio-economic context in Lebanon;
- International frameworks and local labour policies and regulations;
- Challenges faced by youth, particularly young women, in Lebanon in relation to skills learning and access to job opportunities;
- The work of ministries, UN agencies, INGOs and national NGOs to address these challenges;
- Familiarity with other types of programming such as Child Protection, Shelter and Cash.
- The national and local civil society context in Lebanon, particularly focusing on livelihoods, social protection and youth economic empowerment.
Qualifications and Experience
- Minimum 5 years of professional experience in livelihoods, social protection or youth economic empowerment programming of which at least 2 in humanitarian or refugee settings;
- Master’s degree in economics, international relations, social sciences or another related field;
- Strong experience in Project Management, both on a programmatic and financial level;
- Experience managing teams;
- Experience managing large grants; EU-funded grants are an asset;
- Experience working on projects targeting adolescents and youth, especially adolescent girls and young women is preferred;
- Experience working on projects in partnership with international, national and local NGOs is preferred.
Skills
- Excellent knowledge of Arabic and English is mandatory;
- Excellent ability to write reports, briefing papers and research in English;
- Excellent skills in project design, time management, and problem solving;
- Good facilitation skills and ability to deliver briefings and trainings;
- Demonstrated ability to network and liaise with UN, coordination mechanisms and donors;
- Demonstrated ability to liaise and coordinate with teams from different sectors to address issues affecting children and youth in a multi-sectoral approach;
- Flexible work attitude and ability to work independently within a small team;
- Ability to effectively communicate with a diverse and cross-cultural audience.
