The Government of the Republic of Liberia has received funds from the African Development Bank (AfDB) Group, European Investment Bank (EIB) & the European Union (EU) towards the cost of the Upgrading of the Mano River Union Road Development & Transport Facilitation Programme (MRU/RDTFP) Phase II: Paving of Sanniquellie to Loguatuo (47.1km) & Paving of Fishtown to Kelipo (20km) and intends to apply part of the proceeds for payments under the contract for the provision of Urban Mobility Inland Waterway Public Transport Feasibility Study Consultancy Services.
The services consist of carrying out a feasibility study of an inland waterway public transport service in Monrovia to meet the growing mobility demand with a focus on integrating it to the existing bus network and other public transport modes (taxis, min-buses, etc.). The study will also assess the opportunity of such system in Monrovia. The Project components include: (i) Road Development and mitigation of negative environmental impacts; (ii) Related Development and Women Empowerment Measures; (iii) Transport Facilitation; (iv) Institutional Support; and (v) Project Management. The Services is expected to be implemented for 12 months.
The services included under this Consultancy will be for the conduct of an Urban Mobility Inland Waterway Public Transport Feasibility Study.
The Services will include but not limited to the following :
- Assessment of baseline conditions, including supply of transport infrastructure and services Diagnostic of Monrovia current urban mobility situation, estimation of future transport demand ;
- Development of a modern and efficient Inland waterway transport system in Monrovia to be coordinated and integrated with existing and future bus network or any other planned system (BRT, Tramway, etc.) ;
- Feasibility of an Inland waterway public transport system, Preparation of a Concept Design and an Environmental and Social Impact Assessment (ESIA) ;
- Financial and Value for Money Analysis and Development of a Financing Strategy of the Inland waterway public transport system.
The Urban Mobility Inland Waterway Public Transport Feasibility Study shall be carried out intermittently over a period of twelve (12) months. The assignment has been divided into four phases : Baseline Assessment Study (ii) Development of Inland Waterway System (iii) Concept Design Preparation for Inland Waterway Public Transport System, and (iv) Development of Financing Strategy for the Inland Waterway Public Transport System.
The Ministry of Public Works now invites eligible consultants (firms) to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (i) information detailing the company’s existence and areas of expertise (ii) list of similar assignments and experience in similar conditions, (iii) list of overall permanent and temporary staff in fields related to the assignment (iv) evidence of past performance (v) any other relevant information. Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy and Methodology for Bank Group Funded Operations” (BPM), dated October 2015”, which is available on the Bank’s website at http://www.afdb.org. The MPW is under no obligation to shortlist any consultant who expresses interest.
